Meeting Minutes April 1, 2026

Unofficial Minutes Written by City Clerk Pam McNemee   The Troy City Council met in regular session on April 1, 2026, at 6:00 p.m. at Troy City Hall.  The meeting was called to order by Mayor Micheal Brissett.  Council members, Duane Weishaar, Stan Ruhnke, and Darren Clary answered roll call.  Council member Kohlbe King and Cody Miller were absent.  Assistant City Clerk Pam McNemee, Chief of Police Mark Alan, Working Supervisor Jim Horner, City Attorney Alan Boeh, Shane Stanton, Nicole Stanton, Jonathon Campbell and Andrea Campbell were also present. The consent agenda was submitted consisting of the council meeting minutes of March 18, 2026; Bills as Listed; AP CKS 127872 thru 127888 in the amount of $60,774.57; AP CKS 127906 thru 127908 in the amount of $7,734.36. Motion was made by Duane Weishaar, second by Darren Clary to approve the consent agenda as submitted.  Vote unanimous with those Council members present.  Motion carried. Council member Cody Miller arrived at 6:02 p.m. Resolutions of finding reviews were held for resolution 2025-23, 431 N. 2nd Street, Lonnie & Dorothy Schooler.   Discussion followed with the City Council, and Chief of Police. Motion was made by Stan Ruhnke, second by Kohlbe King to extend resolution 2025-23, 431 N. 2nd Street, Lonnie & Dorothy Schooler until the April 15, 2026, Council meeting.  Vote unanimous with those Council member present Motion carried. The Council discussed the following items with Chief of Police Mark Alan:  Issuing a nuisance citation for 431 N. 2nd Street and a letter to Lonnie Schooler to attend the April 15, 2026, Council meeting to address the condition of his property; and getting bids for garage doors and additional concrete quotes for the proposed police garage. The Council discussed the following items with the Working Supervisor Jim Horner: The water service installed at Community Center; pigging lines in town; lagoon dredging; and the status of the aerator for the water tower. The Council discussed the following items with City Attorney Alan Boeh: annexation procedures and ordinance; authorization for Mayor Micheal Brissett to sign the contract for purchase of real estate at 303 S. Centre Street. Motion was made by Darren Clary, second by Duane Weishaar to authorize Mayor Micheal Brissett to sign the contract for purchase of real estate at 303 S. Centre Street. Vote unanimous with those Council members present.  Motion carried. Council member Stan Ruhnke brought up the matter of closing Main Street from Walnut to Chestnut on May 25th from 8:00 to 10:00 a.m. for the Memorial Day program and having the outlets on Main Street and the Courthouse gazebo checked out.  Discussion followed. Motion was made by Duane Weishaar, second by Darren Clary to of close Main Street from Walnut to Chestnut on May 25th from 8:00 to 10:00 a.m. for the Memorial Day program. Vote unanimous with those Council members present.  Motion carried. Troy Clean Up Day April 18, 2026

TROY CLEAN-UP DAY SATURDAY April 18, 2026   Clean-up Day in the City of Troy will be Saturday, April 18, 2026.  A Miller Trash Service dumpster will be at Troy City Hall for use by Troy residents from 7 a.m. to 3 p.m.  You need to bring items to the parking lot at 137 W. Walnut you wish to dispose of.  Items not accepted will be tires, liquid paint, chemicals, brush, lumber, concrete, metal, or shingles.  Old appliances and metal (example-old lawn mowers) will be picked up once they are at the curb and by calling City Hall at 985-2265 or 2101, by noon on Friday, April 17, 2026 to get on the pickup list.

The City of Troy is seeking a candidate who is highly motivated, ethical, a self-starter and dedicated to the principals of community-oriented policing. New hires will be required to complete a six-month probationary period.
