Troy City Council met at Troy City Hall HSeptember 4, 2018 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Carolyn Clary, Sarah Boeh-Cerra, and Tim Hanlan, Assistant City Clerk Pam McNemee, Superintendent Dustin Ferris, City Attorney Ambulance Director Matt McKittrick, Alan Boeh, and Police Chief Doug Duncan. Others present for a portion of the meeting was Debbie Simpson.
Hanlan moved to approve minutes as written for August 21, 2018. Carolyn Clary seconded the motion and it carried.
Hanlan moved to approve bills check #115572 to #115601 in the amount of $16,231.13. Boeh-Cerra seconded the motion and it carried.
Hanlan moved to approve building permit 2018-20 for 10 x 14 Storage Shed at 202 N. Seneca Lot #3. Hobert Clary seconded the motion and it carried.
Hanlan moved to approve building permit 2018-21 for a fence at 204 E. Walnut. Hobert Clary seconded the motion and it carried.
Deb Simpson asked for a variance along Park Street for privacy fence. Hanlan moved to amend building permit 2018-15 from chain link to 6’ privacy fence per drawing. Hobert Clary seconded the motion and it carried.
Hanlan moved to purchase 14 transformers from T&R Electric at a cost of $8,630.00. Boeh-Cerra seconded the motion and it carried.
Ferris discussed alley sink hole between Main and Liberty, Walnut and Myrtle.
Ferris also updated Council on water plant addition. Has not been started, but is buying supplies to start soon.
Matt McKittrick asked about EMT schooling for Nicole McKittrick and Felicia Rush. Tabled to next meeting for more information.
Police Chief Doug Duncan gave his activity report to Council, also gave update on security cameras being installed on city property.
Discussion was held pertaining to speed limit on Last Chance Road in city limits, changing from 45 mph to 30 mph, reason is due to new houses and families moving in this part of town. Duncan was given permission to count number of signs needed and to talk with County officials on the matter, then report back next meeting.
Hobert Clary moved to send letter out with utility billing reminding customers not to mow grass clipping, also leaves into the street and gutter and if they do they need to clean it up or a ticket can be issued. Also, the ordinance that the property owner if responsible for mowing weeds and grass to the center of the street or alley adjacent to their property or a ticket can be issued. Boeh-Cerra seconded motion and it carried.
Question was asked if railing on new City hall steps would be included in the bid. It was stated railing was included in bid. Tabled until next meeting.
Carolyn Clary moved to adjourn at 7:09 p.m. Boeh-Cerra seconded the motion and it carried.
