The Troy City Council met in regular session Tuesday September 21, 2021, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, Tim Hanlan, and Micheal Brissett answered roll call. Council member Nick Popple was absent. Also present were City Clerk Jim Richardson, Chief of Police Doug Duncan, Garrett Nordstrom, and Mike Estes.

Motion was made by Tim Hanlan, second by Cody Miller to approve the Council minutes of the September 7, 2021. Vote – unanimous with those Council members present. Motion carried.

The Council reviewed and discussed the bills presented.

Motion was made by Tim Hanlan, second by Cody Miller to approve the bills as listed AP check number 12766 thru 12790 in the amount of $133,218.05. Vote – unanimous with those Council members present. Motion carried.

USD 429 Principal Michael Estes addressed the Council concerning students painting a selfie wall for taking pictures on the bathroom building at the City Park. Discussion followed.

Motion was made by Tim Hanlan, second by Micheal Brissett to allow USD 429 students to paint the bathroom building wall at the City Park for the purpose of taking selfie pictures. Vote – unanimous with those Council members present. Motion carried.

Michael Estes and the Council discussed having students create a new Troy civic organization sign to replace the current sign near Neumann Tire Center on US Highway 36.

Garrett Nordstrom from Governmental Assistance Services addressed the Council concerning CDBG – CV Grant No. 21-CV-142 grant distributions for the business that have applied for funds. Discussion followed.

Motion was made by Stan Ruhnke, second by Tim Hanlan to approve the distribution of funds to Last Chance Saloon, John’s Market, and The Perfect Touch as listed by Governmental Assistant Services for CDBG-CV Grant No. 21-CV-142 once the funds are received from the grant. Vote – unanimous with those Council members present. Motion carried.

Garrett Nordstrom from Governmental Assistant Services presented the Council with a proposal for ARPA Grant Administration. Discussion followed.

Motion was made by Tim Hanlan, second by Cody Miller to accept the proposal for ARPA Grant Administration from Governmental Assistant Services in the amount not to exceed $10,415.00. Vote – unanimous with those Council members present. Motion carried.

Building permits were submitted by Heather Jackson to put in an inground pool at 1197 D Last Chance Road; and Clayton Marlowe to put in a 6’ foot privacy fence with a double drive gate at 621 W. Leona Street. Discussion followed.

Motion was made by Tim Hanlan, second by Cody Miller to approve building permit 2021-8 submitted by Heather Jackson to put in an inground pool at 1197 D Last Chance Road. Vote – unanimous with those Council members present. Motion carried.

Motion was made by Tim Hanlan, second by Cody Miller to approve building permit 2021-9 submitted by Clayton Marlowe to put in a 6’ foot privacy fence with a double drive gate at 621 W. Leona Street. Vote – unanimous with those Council members present. Motion carried.

The Council discussed the following items with Chief of Police Doug Duncan: The Doniphan County Sheriff’s Office Trunk or Treat; Troy High School Homecoming on October 8, 2021; and posting no parking signs on State Street between Last Chance Road and South Park Street.

Motion was made by Tim Hanlan, second by Cody Miller to allow the Doniphan County

Sheriff’s Department to close Main Street from Walnut to Chestnut on October 23, 2021, from 4:00 p.m. thru 8:00 p.m. to host Trunk or Treat. Vote – unanimous with those Council members present.

Motion was made by Tim Hanlan, second by Micheal Brissett to close Main Street from Walnut to Chestnut on October 8, 2021, from 2:00 p.m. thru 4:00 p.m. for the Troy High School pep rally for Homecoming, and to block off parking on the east side of the street that morning. Vote – unanimous with those Council members present.

Motion was made by Stan Ruhnke, second by Micheal Brissett to post no parking signs on State Street between Last Chance Road and South Park Street. Vote – unanimous with those Council members present.

Mayor Sarah J. Boeh-Cerra presented the Council with an Official Proclamation proclaiming October 6, 2021, as Troy’s official Arbor Day for their consideration. Discussion followed.

Motion was made by Cody Miller, second by Tim Hanlan to accept the Mayor’s Official Proclamation proclaiming October 6, 2021, as Troy’s official Arbor Day. Vote – unanimous with those Council members present.
