Troy City Council met at Troy City Hall HSeptember 18, 2018 in regular session. In the absence of Mayor, President of Council Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Carolyn Clary, and Stan Ruhnke, City Clerk Jane Boeh, Superintendent Dustin Ferris. Others present for a part of the meeting was City Attorney Alan Boeh, Councilmember Tim Hanlan, Nicole Christenson, and Rich Neeley.
Carolyn Clary moved to approve minutes as written for September 4, 2018. Hobert Clary seconded the motion and it carried.
Hobert Clary moved to approve bills check #115602 to #115637 in the amount of $111,404.30. Boeh-Cerra seconded the motion and it carried.
Nicole Christenson representing the Troy PTO wanted permission to close street for a Harvest Festival on October 6, 2018. Carolyn Clary moved to close Chestnut and Walnut for 1 block from Seneca and Centre including alley on October 6, 2018 between 2 p.m. and 7 p.m. Hobert Clary seconded the motion and it carried.
After a discussion on having distribution system inventory done by electric engineer Carolyn Clary moved to approve the contract as presented to do the inventory by Lutz, Daily & Brain, LLC. Ruhnke seconded the motion and it carried. President of Council Sarah Boeh-Cerra executed the same.
Ferris stated that crew had been mowing and that he has the transformers ordered but they are not in yet.
Rich Neeley, Baptist Church pastor was in asking for a street closing. Ruhnke moved to close Main street for 1 block between Walnut and Chestnut for music and movie night on October 20, 2018 from 3 p.m. to 11 p.m. Hobert Clary seconded the motion and it carried.
Carolyn Clary moved to close Main Street for 1 block between Walnut and Chestnut or October 27, 2018 for the trick or trunk from 5 p.m. to 8 p.m. Ruhnke seconded the motion and it carried.
The Landlord ordinance was discussed.
Council member Hanlan came to the meeting at 6:50 p.m.
Hobert Clary moved to close Main for homecoming on September 21, 2018 beginning at 2 p.m. until homecoming parade it done. Hanlan seconded the motion and it carried.
Hanlan moved to close Myrtle Street going thru the city park on October 28, 2018 from 5 p.m. to 7 p.m. for event sponsored by Christian Church. There will be a band in the shelter house. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to drop the 45-mph speed to 30 mph from the south city limits going north to pool on Last Chance Road. And to purchase 5 new 30 mph signs and 1 new reduced speed ahead to 30 for the North end of the road at Locust. Hanlan seconded the motion and it carried.
Hobert Clary moved to approve the contract to redo the landing steps and sidewalks at City Hall including option to stamp red brick soldier course boarder with work being done by Fuemmeler Flatwork, LLC. Contract includes handicapped hand rail. Ruhnke seconded the motion and it carried. President of Council Sarah Boeh-Cerra executed the same.
Sending a letter to city residents regarding grass being blown into the city street was table until next Spring.
Carolyn Clary moved to give the $50.00 for the meeting of September 4 to the City Clerk even though she was unable to attend the meeting as she worked on holiday to get the checks, etc. ready. Hanlan seconded the motion and it carried.
Carolyn Clary wanted a special meeting that the Police Chief, Mayor, and County Attorney would be able to attend. No time or date was set at meeting.
Boeh-Cerra moved to go into executive session at 7:20 p.m. for 15 minutes to discuss legal matters. Carolyn Clary seconded the motion and it carried with Council, City Clerk, City Attorney, and Working Superintendent staying.
Meeting reconvened at 7:35 p.m. with all of above present.
Ruhnke moved to place cameras as soon as possible at the shop not for disciplinary reasons but for security only. Hobert Clary seconded the motion. Boeh-Cerra moved to amend Ruhnke motion to place cameras as soon as possible at the city shop for investigative of any illegal actions and protection of city property. Hanlan seconded the motion and it carried.
Carolyn Clary moved to adjourn at 7:55 p.m. Boeh-Cerra seconded the motion and it carried.
