Troy City Council met at Troy City Hall on HSeptember 17, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Sarah Boeh-Cerra, Stan Ruhnke, and Carolyn Clary. City Clerk Jane Boeh, City Attorney Alan Boeh, and Assistant City Clerk Pam McNemee. Others present for a portion of the meeting were Working Supervisor Jim Horner, Ambulance Director Matt McKittrick, and Nicole Christenson.
Boeh-Cerra moved to approve minutes for September 3, 2019 as written. Hobert Clary seconded the motion and it carried.
Ruhnke moved to approve bill check #011209 to #011249 in the amount of $94,423.85. Boeh-Cerra seconded the motion and it carried.
Ruhnke moved to approve building permit 2019-9 for extension of garage at 238 N. Main. Hobert Clary seconded the motion and it carried.
Nicole Christenson was present to ask for street closing for the PTO Harvest Fest. Hobert Clary moved to close Chestnut from Center to Seneca from 11 a.m. to 3:30 p.m. and Walnut from Center to Seneca from 9 a.m. to 11 a.m. on October 5 for the Harvest Fest. Ruhnke seconded the motion and it carried. City will put the barricades our on Friday before.
City Superintendent is to contact another business that has 2 asphalt machines they are wanting to sell. Once is $7,500 and the other is $10,000.
City Clerk gave the board prices on what has already spent on oil and chat and they still have pioneer center/city hall parking lot, community building parking lot, and 1 city block on 1st between Poplar and State that has not been done. Horner stated we had chat enough from last year to do the pioneer center he thought. A discussion was held. Ruhnke moved to finish the oil and chat as planned if the county is willing. Boeh-Cerra seconded the motion. Hobert Clary Nay. Boeh-Cerra, Ruhnke, and Carolyn Clary Aye. Motion carried.
Horner had a contract with KMU for safety training once a month. He is to check on taking automatic renewal out of contract. Contract tabled to next meeting.
Boeh-Cerra moved to have Engemann Drainage Company to do work per estimate #37 for the underground for the new house going in on Last Chance Road. Ruhnke seconded the motion and it carried.
Ruhnke moved to have Reeder and Boeh Abstract do a title search on the substation. Carolyn Clary seconded the motion and it carried.
Carolyn Clary moved to spend $2,500.00 (delivery included) for fish for the city pond. They are to bring ½ the amount in catfish, ¼ Crappie and ¼ Bass. Boeh-Cerra seconded the motion. Ruhnke Nay. Boeh-Cerra, Carolyn Clary and Hobert Clary Aye. Motion carried.
Hobert Clary moved to go into executive session for 40 minutes at 7:25 p.m. to discuss personnel with Mayor, Council and Pam McNemee present. Carolyn Clary seconded the motion and it carried.
At 8 p.m. City Clerk was called to the executive session. At 8:05 p.m. the executive session ended. Matt McKittrick came to the meeting.
Ambulance District was discussed. McKittrick informed the council that the ambulance will be using Image Trend Elite to file on line patient care reports thru the state as it is a free program. Billing Clerk McNemee will be able to get a PDF view only to do the billing of insurance, etc. with.
City Clerk informed the council they will need to be making a decision on how long the bonds will be issued for and raising the electric rate accordingly. The electric project will be bid out by November 1.
Hobert Clary moved to adjourn at 8:35 p.m. Carolyn Clary seconded the motion and it carried.
