Troy City Council met at Troy City Hall on HSeptember 3, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Sarah Boeh-Cerra, Tim Hanlan, Stan Ruhnke, and Carolyn Clary. City Clerk Jane Boeh, City Attorney Alan Boeh, and Working Supervisor Jim Horner.
Hobert Clary moved to approve minutes for August 20 and 21, 2019 as written. Ruhnke seconded the motion and it carried.
Hobert Clary moved to approve bill check #011178 to #011208 in the amount of $26,319.28. Boeh-Cerra seconded the motion and it carried.
Horner is getting a quote from KMEA for training since we are a member. The rest of the oil and chat should be done early next week. Bret Beye with Kansas Rural Water is coming tomorrow to check the city’s backflow prevention device yearly inspection at the water plant. Core Main is doing a demonstration on how to fix a fire hydrant at Lower State Street.
City will be ordering salt and sand shortly.
Horner is to get a copy of the contract that Bud’s Sewer pays when dumping sewer in sewer mains.
Hobert Clary moved to approve Building Permit 2019-8 for a wrap-around porch at 404 E. Chestnut. Hanlan seconded the motion and it carried.
Council discussed the 3 customers on Westar sub and agreed to have City Attorney handle the matter.
After much discussion with needs of the city with the electric project top priority, Hobert Clary moved not donate to the Community Park playground project. Ruhnke seconded the motion and it carried.
Carolyn Clary moved to go into executive session to discuss personnel at 7:30 p.m. with Mayor and Council present for 30 minutes. At 7:45 p.m. council called City Clerk to the executive session. Meeting reconvened at 8 p.m.
Boeh-Cerra moved to give Pam McNemee $1.00/hour raise for 5 years of service effective September 8, 2019. Hobert Clary seconded the motion and it carried.
Carolyn Clary moved to adjourn at 8:05 p.m. Hanlan seconded the motion and it carried.
