Troy City Council met on September 1, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Council members Michael Brissett, Cody Miller, and Stan Ruhnke, City Clerk Jane Boeh, City Treasurer James Richardson, Ambulance Director Matt McKittrick, Assistant City Clerk Pam McNemee, Working Superintendent Jim Horner, and EMT Tom Cook were present. Council member Tim Hanlan, Tina Wells and Jon Antrim with GMS were present by Zoom. Assistant Ambulance Director Tanner Veach was present for a portion of the meeting.
Ruhnke moved to approve minutes as written for August 18, 2020. Miller seconded the motion and it carried.
Brissett moved to approve bills Checks #11954 to #11981 in the amount of $15,124.69. Miller seconded the motion and it carried. Check #011941 to 011953 were voided.
Tina Wells and Jon Antrim with Global Medical Response who deliver medical care in the area of emergency and patient relocation services were present to hear ambulance concerns. Tina Wells and Jon Antrim will be happy to set in on more ambulance discussion if needed later on in the meeting.
Brissett moved to approve zoning permit 2020-24 for 20’ x 60’ and a 4’ x 30’ additions for storage at 1217 Last Chance Road. Hanlan seconded the motion and it carried.
Horner stated the need to have a plan for the electric transformers that were going to be replaced during the electric project. Horner contacted T & R, who gave him prices to check a transformer at $20. They would purchase 75KVA at $2/KVA and 100 KVA at $1/KVA. It was suggested to check with Solomon on what they would pay.
R & S Electric will be starting the electric project September 14.
Ruhnke moved to have the city crew put a new roof on the structure at the city pond. Brissett seconded the motion and it carried.
Brissett moved to purchase 20 American flags for the street poles. Miller seconded the motion and it carried.
Tanner Veach came to meeting at 7:15 p.m.
It was stated the city has talked to Wathena and will be talking to Highland about options available in regards to the ambulance services. Tina Wells and Jon Antrim of GMR would be happy to talk further with the city about options. If we wanted GMR’s opinion they would need the call volume and transfer numbers and % collected for runs vs amount of write off from amount billed. Wells and Antrim left the zoom meeting at 7:50 p.m.
Rainbow Communications was given permission to put a 2’x2’ sign that says “Community Hotspot powered by Rainbow” attached to the ambulance building on the South side or on an existing pole below the existing sign that says emergency vehicle or police parking only.
Ruhnke moved to leave the main checking account with the Exchange Bank thru December 2023 so City Clerk can order more checks. Miller seconded the motion and it carried.
Brissett moved to sell all of Lot 6 except the West 15 feet thereof in Block 5 in the Original Town of Troy, to Nathan Fuemmeler for him fixing 2 concrete parking spots at the community building. Ruhnke seconded the motion and it carried.
Brissett moved to go into executive session to discuss non-elected personnel with council, city attorney, and Mayor remaining for 5 minutes at 8:26 p.m. Miller seconded the motion and it carried.
Meeting reconvened at 8:35 p.m. with City Clerk and City Treasurer coming back to the meeting.
Hanlan moved to adjourn at 8:35 p.m. Ruhnke seconded the motion and it carried.
