Troy City Council met on October 6, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:33 p.m. Council members Michael Brissett, Cody Miller, Nick Popple, Tim Hanlan, and Stan Ruhnke, Working Superintendent Jim Horner, City Attorney Alan Boeh were present. All were present by zoom with City Clerk at City Hall. Rodney Houghton and Abe Houghton were present by zoom for a portion of the meeting.
Brissett moved to approve minutes as written for September 15 2020. Miller seconded the motion and it carried.
Ruhnke moved to approve minutes for special meeting as written for September 30, 2020. Brissett seconded the motion and it caried.
Abe Houghton is a member of Boy Scout Troop #55 and was present to discuss an eagle scout project he wants to do at the Troy City Pond. He wants to purchase and put up a swing set and rebuild the fire pit by the shelter house. A discussion was held. Horner suggested he also put new tops on the picnic tables if city purchases the lumber which was already planned to do. Council agreed this would be a good project. Horner will meet with Houghton at 5:30 p.m. tomorrow and work out details. Council agreed Horner would be initial point of contact for the project for the City.
Brissett moved to approve bills ck. #12022 to #12056 in the amount of $22,054.43. Miller seconded the motion and it carried.
A complaint was received by a customer that he was getting charged double for the special assessment since he has 2 bills and 2 electric meters. City Clerk does special assessment per meter and City Attorney agreed this was correct.
Miller moved to approve zoning permit 2020-28 at 119 N. Seneca for a 12 x 26 carport. Brissett seconded the motion and it carried.
Nathan Fuemmeler purchase of Lot 6 Block 5 less 15” east of west line from the City was discussed. Tabled.
Discussion was held on electric service area. Stan moved to have City Attorney write letter to clear up any mis-understanding that it is the City’s territory and if they disagree to show us documentation. Brissett seconded the motion and it carried.
Hanlan moved to close S. Liberty Street between E. Walnut and E. Chestnut. On October 18, 2020 from 4 p.m. to 7 p.m. for a Smoken Meats for Missions event sponsored by the Christian Church. Miller seconded the motion and it carried.
Horner discussed getting prices on stairs replaced at water plant, gave them quote again on painting from Utility Service Co., for $35,768.00 and reminded them still need to pull North booster pump. Need a new scale at water plant that cost $1,874.00 from USA bluebook.
He informed the council the camera was installed in community building and that RS Electric was delivering transformers for electric project tomorrow. A discussion on purchasing a load of electric poles was held. Council told him to get price on the poles and come back to next meeting.
Ruhnke moved to purchase the needed scale for the water plant. Brissett seconded the motion and it carried.
In order to have more income in the water fund to do necessary repairs rates need to be looked at.
City Attorney will work on third addendum to agreement regarding ambulance service to reflect the new amount agreed upon already.
Ruhnke moved to go into executive session at 8:05 p.m. for 10 minutes to discuss personnel. Miller seconded the motion and it carried with just council and Mayor present.
Meeting reconvened at 8:15 p.m. with City Clerk coming back to meeting.
Council agreed to have a special meeting on October 15, 2020 at 6 p.m. to interview for City Clerk position.
Ruhnke moved to adjourn at 8:17 p.m. Hanlan seconded the motion and it carried.
