Troy City Council met at Troy City Hall on HOctober 1, 2019 in regular session. President of Council Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. in the absence of the Mayor. Others present were council members Hobert Clary, Stan Ruhnke, and Carolyn Clary, City Clerk Jane Boeh, City Attorney Alan Boeh, Working Supervisor Jim Horner, and Police Chief Doug Duncan. Others present for a portion of the meeting was Roger Engemann.
Boeh-Cerra moved to correct minutes for September 17, 2019 to read “Ruhnke moved to have Doniphan County Abstract Company (not Reeder and Boeh Abstract) do a title search on the substation. Carolyn Clary seconded the motion and it carried.” Ruhnke moved to approve the amended minutes. Hobert Clary seconded the motion and it carried.
Hobert Clary moved to approve bill check #011250 to #011281 in the amount of $16,007.47. Carolyn Clary seconded the motion and it carried.
Ruhnke moved to approve the Kansas Municipal Utilities Regional Training Group Program Agreement for monthly utility safety meeting for a total of 12 training sessions. Hobert Clary seconded the motion and it carried. President of Council executed the same.
Working Supervisor reported on work done and to be done. He reported on training that different employees will be attending.
Carolyn Clary moved to get 2 grader blades and a 6’ bobcat bucket from KC Bobcat at a cost of $1,169.00. Hobert Clary seconded the motion and it carried.
Roger Engemann came to the meeting. He wanted to state he had no problem with speed limit on Last Chance going back to 45 mph. A discussion was held with the police chief having researched the speed of 30 mph vs 45 mph taking 24 seconds longer to get from swimming pool to south city limits and with parking along Last Chance for ball games and community building activities it is safer to have the speed limit lower. Carolyn Clary moved to tabled further discussion. Boeh-Cerra seconded the motion and it carried. Roger Engemann left the meeting.
Ruhnke moved to close Main Street from Walnut to Chestnut on October 26, 2019 from 4 p.m. to 8 p.m. for Trick or Trunk sponsored by the Troy Police Department and Doniphan County Sheriff’s Office. Hobert Clary seconded the motion and it carried.
Carolyn Clary moved to approve building permit 2019-10 for a garage at 304 W. State with a variance 10’ variance of the 20’ set back required for a corner lot. Hobert Clary seconded the motion and it carried.
Boeh-Cerra moved to approve sign permit 2019-11 for a sign at 212 S. Main. Carolyn Clary seconded the motion and it carried.
Carolyn Clary moved to close the 100 block of South Main for homecoming parade on October 4, 2019 starting around 2:30 p.m. Boeh-Cerra seconded the motion and it carried.
Carolyn Clary moved to close South Liberty street between Walnut and Chestnut on October 5, 2019 from 5 p.m. to 8 p.m. for a concert in front of the Christian Church. Ruhnke seconded the motion and it carried.
Hobert Clary moved to go into executive session at 7:45 p.m. for 15 minutes to discuss a legal matter with council, city clerk, police chief, working supervisor and city attorney present.
Meeting reconvened at 8 p.m.
After reviewing the audit/budget bids for 5 years, Ruhnke moved to accept the bid of Gordon CPA LLC from Lawrence, KS. Carolyn Clary seconded the motion and it carried.
Carolyn Clary moved to adjourn at 8:20 p.m. Ruhnke seconded the motion and it carried.
