The Troy City Council met in regular session Tuesday October 19, 2021, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, Nick Popple, and Micheal Brissett answered roll call. Council member Tim Hanlan was absent. Also present were City Clerk Jim Richardson, Chief of Police Doug Duncan, Working Supervisor Jim Horner, City Attorney Alan Boeh, and Paul Moore.

Motion was made by Cody Miller, second by Stan Ruhnke, to approve the Council minutes of the October 5, 2021. Vote – unanimous with those Council members present. Motion carried.

The Council reviewed and discussed the bills presented.

Motion was made by Micheal Brissett, second by Cody Miller to approve the bills as listed AP check number 12814 thru 12843 in the amount of $85,833.04, check numbers 12823, 12837, and 12838 were voided. Vote – unanimous with those Council members present. Motion carried.

Council member Tim Hanlan arrived at 6:33 p.m.

Riley McFarland from Lutz, Daily & Brain addressed the Council concerning electrical issues for the City of Troy. Discussion followed

Mayor Sarah J. Boeh-Cerra opened the continued hearings for properties served notice for existing nuisances. Present was Paul Moore for himself and Gary and Mary Simpson. Discussion followed with the Council.

Motion was made by Micheal Brissett, second by Tim Hanlan Cody Miller to extend the hearing for Paul Moore at 109 N. 6th Street until December 7, 2021 Council meeting to bring his property into compliance. Vote – unanimous. Motion carried.

Motion was made by Micheal Brissett, second by Stan Ruhnke to extend the hearing for Gary & Mary Simpson at 0000 S. 6th Street until December 7, 2021 Council meeting to bring their property into compliance. Vote – unanimous. Motion carried.

Motion was made by Micheal Brissett, second by Tim Hanlan to extend the hearing for Walter Clary at 103 N. 2nd Street until December 7, 2021 to bring his property into compliance. Vote – unanimous. Motion carried.

Motion was made by Stan Ruhnke, second by Cody Miller to dismiss the properties cleaned up at 335 N. Liberty, 235 S. Liberty, 101 S. Main, and 436 W. State Street. Vote – unanimous. Motion carried.

Motion was made by Nick Popple, second by Tim Hanlan to take bids to have the shed demolished at 123 N. Liberty due to non-compliance. Vote – unanimous. Motion carried.

Council member Micheal Brissett updated the Council on the Emergency Medical Services Assessment draft report by Fitch & Associates, LLC. Discussion followed.

City Clerk Jim Richardson presented the Council with the yearly leases for the Pioneer Center in City Hall and for Whetstine Farms Inc. for space on the City water tower. Discussion followed.

Motion was made by Tim Hanlan, second by Stan Ruhnke to approve the lease with the Doniphan County Council on Aging for their use of the Pioneer Center in City Hall. Vote – unanimous. Motion carried.

Motion was made by Tim Hanlan, second by Stan Ruhnke to approve the lease with the Whetstine Farms, Inc. to lease space upon the City of Troy water tower. Vote – unanimous. Motion carried.

Working Supervisor Jim Horner addressed the Council concerning electrical issues in an alley between West Poplar Street and West State Street and purchasing rock for shoulder work.

Discussion followed.

Motion was made by Micheal Brissett, second by Tim Hanlan to allow Working Supervisor Jim Horner to purchase up to a $1,000.00 of rock for shoulder work. Vote – unanimous. Motion carried.

City Clerk Jim Richardson presented the Council with building permits 2021-10 for Fred Williams to put in a carport at 221 N. 1st Street and 2021-11 for the Troy Baptist Church to put in a privacy fence at the church parsonage at 320 N. Seneca. Discussion followed.

City Clerk Jim Richardson presented the Council with a contract from Western Consultants DBA Governmental Assistance Services to conduct a Low- to-Moderate Income survey to qualify the City for present and future grants at a cost of $10,575.00. Discussion followed.

Mayor Sarah J. Boeh-Cerra brought up the matter of the Council submitting a letter in support of the Doniphan County Services & Workskills, Inc.’s operating grant application for transportation to the Kansas Department of Transportation. Discussion followed.

Council member Nick Popple requested a 10 minute executive session for non-elected personnel.

Motion was made by Nick Popple, second by Tim Hanlan to go into executive session for 10 minutes for non-elected personnel with Mayor, City Council, and the City Clerk. Vote – unanimous. Motion carried. Executive session started at 7:40 p.m. The meeting reconvened at 7:50 p.m. with no action taken.
