Troy City Council met at Troy City Hall on HOctober 15, 2019 in regular session. Vice President of Council Hobert Clary called the meeting to order at 6:30 p.m. in the absence of the Mayor. Others present were council members
Stan Ruhnke, and Tim Hanlan, City Clerk Jane Boeh, City Attorney Alan Boeh, and Working Supervisor Jim Horner. Others present for a portion of the meeting were park board members Jennifer Whetstine and Mary Winder.
Ruhnke moved to approve minutes as written for October 1, 2019. Hanlan seconded the motion and it carried.
Ruhnke moved to approve bill check #011282 to #011318 in the amount of $80,351.20. Hanlan seconded the motion and it carried.
Ruhnke moved to close Myrtle Street going thru the City Community Park on October 26, 2019 from 6 p.m. to 10 p.m. for the haunting hayride and Spooktacular stories. The event is free and hayride through Troy will start on the south side of courthouse at 7 p.m. and end up at the Community Park for spooky tales. You can bring a well-behaved pet wearing a costume to the park at 7:30 p.m. for a pet costume contest (no pets on hayride). Hanlan seconded the motion and it carried.
Hobert Clary moved to allow the community park to use the city as purchaser for the new playground equipment. Hanlan seconded the motion and it carried. City doing the dirt work needed for the area would need to be done in the Spring.
Council also agreed to let the community park try for the Roger Wolf grant for more improvements in the park.
Discussion was held on making sure the cameras are working in the park once the new equipment is put up in the Spring.
Discussion was held to probably just junking the old equipment as it is not in good shape.
Working Supervisor Horner informed the council that Kansas Rural Water has recently purchased a vac and valve exerciser machine. They will be a fee for them to come and use it but we need this done. Ruhnke moved to have Kansas Rural Water use their vac and valve exerciser machine and they are scheduled for last weekend in October. Hanlan seconded the motion and it carried.
Grain Belts new office does not need 3 phases but we still may need it for the old storm siren. Horner will do some checking.
Horner has not had time to look at the used asphalt machine.
Substation was discussed.
Ruhnke moved to move the November 5 council meeting to the Ambulance Barn at 136 S. Seneca at 6:30 p.m. due to a Bean Supper being held in the Pioneer Center that night. Hanlan seconded the motion and it carried.
Ruhnke moved to renew the lease for Whetstine Farms to have radio equipment on the water tower. Hanlan seconded the motion and it carried. Mayor will sign lease when he gets back.
Hobert Clary moved to renew the lease for the Pioneer Center to continue to use 137 ½ W. Walnut for meal site. Hanlan seconded the motion and it carried. Mayor will sign lease when he gets back.
Hanlan moved to adjourn at 7:15 p.m. Ruhnke seconded the motion and it carried.
