Troy City Council met at Troy City Hall HOctober 16, 2018 in regular session.  Mayor Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Hobert Clary, Tim Hanlan, Sarah Boeh-Cerra, Carolyn Clary, and Stan Ruhnke, City Clerk Jane Boeh, Police Chief Doug Duncan and City Attorney Alan Boeh.  Garrett Nordstrom with Governmental Assistance Service and Roger Engemann were present for a portion of the meeting.

Hobert Clary moved to approve minutes as written for October 2, 2018.  Carolyn Clary seconded the motion and it carried.

Ruhnke moved to approve bills check #115672 to #115697 in the amount of $88,492.31 and check#115671dated 10-5-18 in the amount of $99.21.   Boeh-Cerra seconded the motion and it carried. 

Public hearing for community improvement application was held for the purpose of considering an application to be submitted to the Kansas Department of Commerce for Small Cities Community Development Block Grant funds under the community facilities category.  The project discussed was an electrical system improvements project which will include a 4.16kV to 12.47kV distribution conversion and substation transformer replacement.  The project will also replace poles, crossarms, wires, and approximately 250 transformers.  The estimated total project cost is $1,285.476 with the grant request for $600,000 of the project cost.  Local matching funds of $685,476 will be provided by City of Troy.

Ruhnke moved to pass Resolution 2018-2 authorization to apply for the 2018 Kansas Small Cities Community Development Block Grant Program from the Kansas Department of Commerce and Authorizing the Mayor to sign and submit such an application.  Hobert Clary seconded the motion and it carried.

Ruhnke moved to pass Resolution 2018-3 assuring the Kansas Department of Commerce that funds will be continually provided for the operation and Maintenance of improvements to the electrical system to be financed with community development block grant funds.  Hanlan seconded the motion and it carried.

Hobert Clary made motion to submit residential anti-displacement and relocation assistance plan under Section 104(d) of the housing and community development act of 1974, as amended.  Further let it be known there will be no demolition needed in connect with grant.  Ruhnke seconded the motion and it carried.

Hobert Clary moved to approve Lutz, Daily & Brain, LLC engineer contract task authorization #004 and the contract for administration services for CDBG electrical improvement project with Governmental Assistance Service contingent upon grant award.  Ruhnke seconded the motion and it carried.

Council agreed to have a special meeting October 31, 2018 at 4:30 p.m. to pass the bond ordinance regarding funding for electric improvements.  

The ordinance for Jake and engine breaks was not ready yet so it was tabled.

Mayor Jenkins moved to appoint Beth Hanlan to the Recreation Board to replace Richard Masters.  Hobert Clary moved to approve Mayor’s appointment and Ruhnke seconded the motion.  Aye: Hobert Clary, Carolyn Clary, Boeh-Cerra and Ruhnke.  Tim Hanlan abstained from voting.  Motion carried.

Boeh-Cerra moved to go into executive session to discuss legal and personnel matters at 7 p.m. with mayor, council, city attorney, city clerk, and Police Chief present.

Meeting reconvened at 7:30 p.m. with Roger Engemann joining the meeting.

A discussion was held on if Engemann had a shop vac to clean out meter pits and he indicated he did.  Engemann wanted permission to put a 1” tap and meter at 709 S Ernest at his expense.  Ruhnke moved to let Engemann install 1” tap and meter and swap out work on cleaning out meter pits in lieu of paying water tap.  Hobert Clary seconded the motion and it carried.

Ruhnke moved to make Danny King Working Supervisor at supervisor rate of pay effective 10-17-18 due to Dustin Ferris turning in resignation effective 10-15-18 and to advertise the position at indeed and Kansas Chief.  King will hold position until filled and then drop back to water plant rate.  Hobert Clary seconded the motion.  Aye: Hobert Clary, Ruhnke, Boeh-Cerra, and Hanlan.  Nay: Carolyn Clary.  Motion carried.

City Clerk is to check on obtaining safety training thru Doniphan Electric or Westar.

Ruhnke opened up for discussion changing Last Chance back to 45 mph from the 30 mph it was recently reduced to.

Ruhnke moved to make the city limits 45 from South city limits to highway on Last Chance.  Motion died for a lack of a seconded.

Ruhnke moved to allow the Pioneer Center to be used for annual Bean Super on November 6 and have the council meeting moved to the ambulance barn at 136 S Seneca staring meeting at regular time of 6:30 p.m.  Hanlan seconded the motion and it carried.

Carolyn Clary moved to allow up to $1500.00 to purchase a decked 2 drawer pickup truck storage system with dividers for the water truck from Northern Tool.  Boeh-Cerra seconded the motion and it carried.

Council agreed for safety reason to have the city crew top tree at 233 N Seneca in the street right of way.  They will not remove the stump. 

City Clerk is to get roof bids for the old pump house which has a flat roof at 501 W Locust.

Carolyn Clary moved to adjourn at 8:20 p.m.  Hobert Clary seconded the motion and it carried.
