Troy City Council met at Troy City Hall HOctober 2, 2018 in regular session.  Mayor Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Hobert Clary, Tim Hanlan, and Stan Ruhnke, City Clerk Jane Boeh, Police Chief Doug Duncan and City Attorney Alan Boeh.  Ambulance Director Matt McKittrick and Duane Weishaar were present for a portion of the meeting.

Hanlan moved to approve minutes as written for September 18, 2018.  Hobert Clary seconded the motion and it carried.

Hobert Clary moved to approve bills check #115638 to #115670 in the amount of $65,737.53.   Hanlan seconded the motion and it carried. 

Duane Weishaar was in regarding jake brake noise on Last Chance and Locust Streets and what could be done regarding the noise.  Hobert Clary moved to prohibit jake breaks by ordinance and post signage for the same.  Hanlan seconded the motion and it carried.

Weishaar asked what can be done with excess chat along street edge and intersection.  A discussion was held.  Mayor directed City Clerk to inform Working Leader Dustin Ferris to clean up rock to help with dust problem along his street.  It was stated the city could raise taxes to do asphalt but it is expensive and then would have to get G. O. Bonds for a ten-year payback period but we could not do the whole town at once like in the past due to price is higher than when we did it several years ago and would be double since you have to mill up the old.  City is just trying to keep a seal on what we have down.

 Hanlan moved to approve building permit 2018-22 for a car port at 505 W Jones.  Ruhnke seconded the motion and it carried.

Hobert Clary moved to approve building permit 2018-23 for a new deck at 130 N Liberty.  Hanlan seconded the motion and it carried.

Hanlan moved to approved antenna lease with Whetstine Farms.  Hobert Clary seconded the motion and it carried.  Mayor signed the lease.

Pioneer Center lease was tabled. 

Ambulance Director McKittrick stated the course for Advance EMT would cost $1,977.00.  He will apply for a grant that we might get part of it back.  The Advance EMT would also have to sign a 2-year contract to give the service so many hours a month standby.  Ruhnke moved to approve the schooling for Nicole McKittrick and Felicia Rush.  Hanlan seconded the motion and it carried.

Doug Duncan reported on camera installation progress.

Ruhnke moved to go into executive session to discuss legal matters with council, mayor, city attorney and police chief present for 10 minutes at 7 p.m.  Hanlan seconded the motion and it carried.

Meeting reconvened at 7:10 p.m. with city clerk coming back to the meeting.

Hanlan moved to close Myrtle going thru city park on October 27 starting at 7 p.m. for hayride/story sponsored by Park Committee.  Ruhnke seconded the motion and it carried.

Ruhnke moved to adjourn at 7:15 p.m.  Hobert Clary seconded the motion and it carried.
