Troy City Council met on November 3, 2020, in regular session at Troy City Hall.  Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m.   Council members Michael Brissett was present for the meeting.   Council members Nick Popple, Tim Hanlan, Cody Miller and Stan Ruhnke were present by zoom.  Also present were City Clerk Jane M. Boeh, City Attorney Alan Boeh, Working Superintendent Jim Horner, and Assistant Ambulance Director Kyler Oliver.    

Hanlan moved to approve minutes for October 20 and 27, 2020.  Brissett seconded the motion and it carried.

Ruhnke moved to approve bills check #12088 to #12119 in the amount of $21,872.36 and Ck. #472 for $1757.00 from the construction fund.  Hanlan seconded the motion and it carried.

Zoning Permit 2020-32 at 410 W. State for a fence was discussed.  Ruhnke moved to deny the permit and have them reapply with the fence on their property line not in city right of way.  Hanlan seconded the motion and it carried.

Brissett moved to approve zoning permit 2020-33 at 136 N Seneca for a wood shed and deck.  Miller seconded the motion and it carried.

Assistant Ambulance Director Kyler Oliver informed council he was looking into a grant for a staff vehicle.  He also located 4 old 12B lifepak in storage not being used anymore by the service.  He got a quote from Stryker for another Lucas 3 which we only have one and could have one in each ambulance.  Stryker will take a $5,000.00 trade in on 1 lifepak 12B making a balance of $9,695.64.  He is going to see if there is anymore CARES money and if not asked if council would approve the expenditure.  Brissett moved contingent upon not getting to use CARES Act money that the city purchase the Lucas 3.  Ruhnke seconded the motion and it carried.  Oliver left the meeting.

 A discussion was held on Verizon tower project.  Horner was instructed to get back to them and answer their questions.

Horner wanted to know about changing some transformers from two to having only one and combine some.  He was told to talk to RS Electric and Electric Engineer. 

Horner reported on needing to have PVC tests done on all old transformers.  T & R would take samples and do paper work at no additional fee unless they were 50 parts/million and these would cost $20.00 each.  Testing needs to be done before we can take bids and sell the old transformers.

Horner came with a plan for a sports flood light 7200 lumens that runs on 3 amps with a 5-year warranty that are LED.  We would save in electricity if we replaced the 3 lights on the water tower.  They cost $812.00 each.  Brissett moved to purchase 3 new lights for the water tower out of electric fund.  Hanlan seconded the motion and it carried.

Midland Surveying is to check property pins for the alley between Main and Seneca and Poplar and State as soon as they can schedule it to be done.

Ruhnke moved to take Fuemmeler Flatwork, LLC bid for 5” thick concrete parking spaces at community building less $3,500.00 for Lot 6 Block 5 less 15’ from West line of Block 5 with the city tearing out the old and hauling it away.  Hanlan seconded the motion and it carried.

Enforcing ordinance #525 in regards to unsafe structure at 103 N 3^rd was discussed.  Council agrees to proceed with the process and informed the City Clerk to give the property owner a courtesy call and have them come to the next council meeting to discuss.

Hanlan moved to donate $200 to the Doniphan County Pet Rescue.  Miller seconded the motion and it carried.

Council is sending a letter of support for a transportation grant FY 2021 that the DCSW is applying for transportation services to residents of Doniphan County to area locations.

Horner and City Attorney left meeting.

Brissett moved to go into executive session at 7:50 p.m. for 15 minutes for personnel with Mayor and council present.  Hanlan seconded the motion and it carried.

              Meeting reconvened at 8 p.m. with City Clerk Boeh returning to the meeting.

              Ruhnke move to table raise discussion to next meeting.  Hanlan seconded the motion and it carried.

              The City Clerk and the Governing body held a discussion regarding ambulance run pay for Kyler Oliver.   

              Ruhnke moved to give same Christmas bonuses as last year.  Motion died for a lack of a second.

              Brissett moved to give present fulltime employees $275.00 and parttime water plant employee and court judge $150.00 Christmas bonuses.  Hanlan seconded the motion and it carried.

              Brissett moved to give present fulltime employees $75.00 gift certificate to John’s Market and $50.00 gift certificate to John’s Market for all present parttime active employees.  Hanlan seconded the motion and it carried.  

                Ruhnke moved to adjourn at 8:20 p.m.  Hanlan seconded the motion and it carried.
