Troy City Council met at Troy City Hall on HNovember 19, 2019 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.   Others present were council members Stan Ruhnke, Sarah Boeh-Cerra, Carolyn Clary, and Hobert Clary, City Clerk Jane Boeh, Working Superintendent Jim Horner, and City Attorney Alan Boeh.  Others present for a portion of the meeting were Jarrod Mann and Paul Owings with BG Consultants.   

Hobert Clary moved to approve minutes as written for November 5, 2019.  Ruhnke seconded the motion and it carried.

Carolyn Clary moved to approve bill check #011360 to #011387 in the amount of $122,552.91.  Hobert Clary seconded the motion and it carried. 

Paul Owings and Jarrod Mann with BG Consultants were present to present 3 ways to keep the backwash water from going to the creek at the water plant and the cost associated with getting this done.  Horner asked if the pipe that is in the basement that carries the backwash out and to the creek could be raised and gravity feed to one of the existing lagoons for the back wash and leave the other for the sludge.  The engineers will look at this to see if it is possible.  The painting needs done and have a bid from Utility Service and at least half of the water meters are over 20 years old and need to be replaced it was suggested we look into getting radio read and  if we could  get a grant or USDA loan to take care of all three needed improvements this is something we should do.  The engineers did say we should be having the backwash discharge water tested.

Boeh-Cerra moved to adjust the sewer to 2500 gallon for account 80027501 which is a credit of $46.50 due to a leak that did not go down the sewer.  Ruhnke seconded the motion and it carried.

Boeh-Cerra moved to do the 5% outside Christmas Lighting discount same as in the past years.  Hobert Clary seconded the motion and it carried.   City of Troy businesses, churches and residential utility customers have until December 10, 2019 to sign up for the 5% outside Christmas Lighting discount if you have a display of outside Christmas lights this year.  This discount will be off your electric usage of middle of December to middle of January, which is reflected on your February 1, 2020 billing.  Please contact City hall (985-2101 or 985-2265), Monday through Friday, except holidays, 8 a.m. to 12 noon and 12:30 p.m. to 4:30 p.m. to sign up.  Please note churches with outside displays lighted at night and businesses with Christmas window light displays on in the evenings can sign up also.

Ruhnke moved to transfer an additional $10,000.00 from Electric Fund to Employees benefit if needed.  Hobert Clary seconded the motion and it carried.

Council was informed by City Clerk of the need to amend the Electric, Water and Employee Benefits 2019 budget and will have the hearing December 17, 2019.

Council wants to clear up any misconception that the city does not have an interest in the golf course.  The City of Troy does not have any ownership in DC Development.  The city is in favor of any development.

City Clerk asked council if they want to bid out the vehicle, building, etc. insurance.  They decided the Mayor and Working Supervisor would go visit with our present insurance carrier.

Carolyn Clary moved to adjourn at 8:30 p.m.  Boeh-Cerra seconded the motion and it carried.
