November 17, 2020

Troy City Council met on November 17, 2020, in regular session at Troy City Hall.  Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m.  Mayor and Council members Nick Popple, Tim Hanlan, Cody Miller, Michael Brissett, and Stan Ruhnke were present.  Also present were City Clerk Jane M. Boeh, Assistant City Clerk James Richardson, City Attorney Alan Boeh, Working Superintendent Jim Horner, Ambulance Director Matt McKittrick, and Assistant Ambulance Director Kyler Oliver.  Cydney Fanscher, Deputy Jared Ratzlaff with the Doniphan County Sheriff’s Office, USD#429 Superintendent Pat McKernan, and Mayor Patrick Madden of Troy, New York were present for a portion of the meeting.  All were present by zoom.  

Popple moved to approve minutes for November 3, 2020.  Brissett seconded the motion and it carried.

Brissett moved to approve bills check #12120 to #12152 in the amount of $71,002.87 and Ck. #473 for $404.10 from the construction fund.  Miller seconded the motion and it carried.

USD#429 Superintendent Pat McKernan was present to ask if the community building could be used for a modified class room for grade level quarantine if needed and not in use.  The school would be responsible for cleaning.   Brissett moved to allow the school to use community building for a modified class room if needed and available.  Ruhnke seconded the motion and it carried.

Mayor Patrick Madden of Troy, New York was present to invite the City of Troy, Kansas to their annual Troy Turkey Trot.  For more information visit the City of Troy Facebook page.  City of Troy Mayor and council thanked him for the invite.

Cydney Fanscher was present to ask questions about getting a conditional use for a day care.  City council is in favor of the day care and City Clerk will get needed paper work to Mrs. Fanscher to complete and return to the council for formal action.

Jared Ratzlaff with the Doniphan County Sheriff’s Office asked about using the community building quarterly on a Saturday 9 a.m. to 10 a.m. for a questions and answers session to help solve problems.  He wants to schedule one in each town.  It will be called donuts with a deputy and will be open to the public.  Council agreed he could hold the meeting in the community building but must go thru city hall to schedule them.

Ambulance Director McKittrick and Assistant Ambulance Director Oliver discussed ambulance.

Working Superintendent Horner stated 97 transformers have been hung as of 11-12-20.  A discussion was held on pros and cons of T&R Electric or Solomon Electric taking the old ones. 

Brissett moved to go with Solomon Electric.  Hanlan seconded the motion and it carried.

Discussion was held on fixing the water plant furnace or purchasing a new one.  Hanlan moved to purchase a new furnace for water plant at $812.00 with city crew helping to install the furnace.  Ruhnke seconded the motion and it carried.

Horner discussed Verizon project.

Brissett moved to approve resolution 2020-10 regarding financial statements and financial reports of the City of Troy opting to take the GAP Waiver.  Hanlan seconded the motion and it carried.

Council wants to see if there is still CARES money available to help with making the Community Center a conference center especially if the school needs to use this for classes.  If there is money available to equip community center with zoom capabilities, council gave permission to pursue this due to the cut off for CARES being December 30, 2020.

Council wants a letter sent to the owner of 103 N 3^rd and give them until February 2, 2021 to put new roof on, etc. or they will pursue unsafe structure by Ordinance 525.

Hanlan moved to approve permit 2020-34 for a 16’ x 8’ storage container at 328 E State.  Miller seconded the motion and it carried.

Brissett moved to go into executive session at 7:55 p.m. for 15 minutes to discuss non-elected personnel with councilmembers, Mayor, Kyler Oliver and Matt McKittrick present.

Meeting reconvened at 8:05 p.m. with City Clerk Boeh, and Assistant City Clerk Richardson coming back on the zoom meeting.

Brissett moved to pay run pay for Kyler Oliver going forward.  Hanlan seconded the motion.  Aye Brissett, Hanlan, Ruhnke and Miller.  Nay Popple.  Motion carried.

Brissett moved to amend the motion to effective November 15, 2020.  Hanlan seconded the motion and it carried.                                    

              Brissett moved to continue the tradition of the 5% Christmas discount on Electric usage.  Hanlan 2^nd the motion and it carried.                                                                                                                                                                                   Notice to Troy Businesses, Churches, and residential utility customers:

            You have until December 10, 2020 to sign up for the 5% outside Christmas Lighting discount if you have a display of outside Christmas lights this year.  This discount will be off        your electric usage of middle of December to middle of January, which is reflected on your February 1, 2021 billing.  Please contact City Hall (985-2101 or 985-2265), Monday through Friday, except holidays, 8:00 a.m. to 12:00 noon and 12:30 p.m. to 4:30 p.m. to sign up.  Please note churches with outside displays lighted at night and businesses with Christmas window light displays on in the evenings can sign up also.

            Discussion on raise was tabled to next meeting.

            Council member Ruhnke wanted it brought up recognizing Veteran’s on Veteran’s Day.  Council wishes to thank all Veteran’s for their service.

                Brissett moved to adjourn at 8:10 p.m.  Cody seconded the motion and it carried.
