The Troy City Council met in regular session Tuesday November 16, 2021, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, and Micheal Brissett answered roll call. Council member Tim Hanlan was absent. Also present were City Clerk Jim Richardson, Ambulance Director Matt McKittrick, and City Attorney Alan Boeh.
Motion was made by Stan Ruhnke, second by Cody Miller to approve the Council minutes of the November 2, 2021. Vote – unanimous with those Council members present. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Micheal Brissett, second by Cody Miller to approve the bills as listed AP check number 12872 thru 12897 in the amount of $63,904.42. Vote – unanimous with those Council members present. Motion carried.
Mayor Sarah J. Boeh-Cerra brought up the matter of the continued nuisance hearing for the Troy Recreation Commissions property at 105 S. Boder Street. Discussion followed. The Council concurred to have a representative attend a Council meeting in December.
Ambulance Director Matt McKittrick brought up the matter of getting the yearly department jacket or shirt for the ambulance volunteers. Discussion followed.
Motion was made Stan Ruhnke, second by Micheal Brissett to have the Ambulance Director submit a list to the Council of what each volunteer would prefer. Vote – unanimous with those Council members present. Motion carried
City Attorney Alan Boeh brought up the matter of the reworking of Ordinance number 671 regarding the operation of All-Terrain Vehicles within the City. Discussion followed.
City Clerk Jim Richardson discussed the following items with the Council: Building permit number 2021-12 for Derek and Diane Archey at 620 W. Virginia for a privacy fence in the back yard; Renewing the employee medical and dental insurance with BC/BS of Kansas for 2022; and the furnace and air conditioner bids to replace the units at City Hall. Discussion followed.
Motion was made by Cody Miller, second by Micheal Brissett to approve building permit number 2021-12 for Derek and Diane Archey at 620 W. Virginia for a privacy fence in the back yard. Vote – unanimous with those Council members present. Motion carried.
Motion was made by Micheal Brissett, second by Cody Miller to renew the BC/BS of Kansas employee medical insurance policy MT202 with dental insurance DT019 for 2022. Vote – unanimous with those Council members present. Motion carried.
Motion was made by Micheal Brissett, second by Cody Miller to accept the bid from Pierce Heating and Cooling Inc. to replace the furnace and air conditioner at City Hall at a cost of $7,215.00. Vote – unanimous with those Council members present. Motion Carried.
Mayor Sarah J. Boeh-Cerra brought up the matter of giving residential and commercial electrical customers a 5% discount for one month on their electrical bill for displaying Christmas lights. Discussion followed.
Motion was made by Stan Ruhnke, second by Micheal Brissett to give residential and commercial electrical customers a 5% discount for one month on their electrical bill for displaying Christmas lights, sign up with City Hall must be completed by 12/13/2021. Vote – unanimous with those Council members present. Motion carried.
There. being no further business, motion was made by Stan Ruhnke, second by Cody
Miller to adjourn the meeting. Vote – unanimous. Motion carried. The meeting adjourned at 7:21.
