Troy City Council met at Ambulance Barn at 136 S. Seneca on HNovember 6, 2018 in regular session. Mayor Jenkins called the meeting to order at 6:30 p.m. Others present were council members Sarah Boeh-Cerra, Carolyn Clary, Hobert Clary, Tim Hanlan, and Stan Ruhnke, City Clerk Jane Boeh, City Attorney Alan Boeh, Ambulance Director Matt McKittrick, and Acting Working Supervisor Danny King.
Hanlan moved to approve minutes as written for October 16 and 31. Hobert Clary seconded the motion and it carried.
Hanlan moved to approve bills check #115699 10-25-18 $3.00, #115700 11-1-18 $4,767.14 and check#115701 to #115742 dated 11-6-18 total $49,707.18. Ruhnke seconded the motion and it carried.
Ruhnke moved to approve building permit 2018-24 for a fence and carport at 325 W State. The carport frame is used but they must put new metal and cannot be galvanized on the frame. Hanlan seconded the motion and it carried.
Boeh-Cerra moved to approve building permit 2018-25 for a fence at 210 S Park. Ruhnke seconded the motion and it carried.
Hanlan moved to approve building permit 2018-26 for a fence at 1197D Last Chance Road. Hobert Clary seconded the motion. Discussion was held and it was stated need more information. Hanlan moved to resend his motion. Hobert Clary seconded the motion and it carried. Permit was tabled to next meeting.
Boeh-Cerra moved to do safety training with KEC at $200 per employee per monthly meeting and attend at Doniphan Electric. Hanlan seconded the motion and it carried.
Council told King to get prices on a dump trailer and a mini-hoe. King updated council on dump truck repairs, street sweep broom is getting repaired, ordered 3 fire hydrants, but did not order any water meters as they found 2 boxes and no need to order valves as we have an overabundance of them. Permission was given to have new employee get a pair of muck boots and all employees need to get winter gloves. Lights will be purchased to put in the rented Quonset which had been approved earlier and never done.
McKittrick asked to continue with EMS putting in 500 hours plus in a year they get a coat or pants, 200 hours they get a hoody and everyone else a T-shirt to wear. Permission was given.
Boeh-Cerra moved to purchase for the EMT that put in 500 hours 2 pairs of pants. Ruhnke moved to amend motion to purchase for the EMT that put in 500 hours 1 pair of pants now and another pair after the first of the year. Carolyn seconded the motion and it carried.
After reviewing 2 bids for the roof at the old pump house at 501 W Locust Boeh-Cerra moved to accept Roberts Roofing bid of $20,470.00 after contacting them and they added a 10-year warranty on materials that was not in the first bid at no extra cost. Ruhnke seconded the motion and it carried.
Council was asked if we are biding the city liability, property, auto and work comp as the city clerk had someone interested in doing this. The City Attorney suggested we use an insurance broker. Council agreed to do this and include ambulance and troy housing insurance also being bid out.
A copy of the five-year Small Customer Plan was given to the council. Hobert Clary moved to approve the plan as presented. Hanlan seconded the motion and it carried.
Council member Boeh-Cerra got permission from the council to apply for funding from the Roger Wolfe Charitable Trust to help with the handicapped sidewalk from the community building to the playground now that we have a plan of design.
Boeh-Cerra moved to put up a stop sign east side of Mosquito Creek at Douglas street. Hanlan seconded the motion and it carried.
Carolyn Clary moved to adjourn at 8 p.m. Hanlan seconded the motion and it carried.
