Troy City Council met at Troy City Hall on HNovember 20, 2018 in regular session. Mayor Jenkins called the meeting to order at 6:30 p.m. Others present were council members Carolyn Clary, Hobert Clary, and Stan Ruhnke, City Clerk Jane Boeh, City Attorney Alan Boeh, and Police Chief Doug Duncan. Others present for a portion of the meeting were Gladys “Nicki” Strong, Angie Kreider with Rainbow Communications, and Brandon Tritten with JBLB Insurance Group.
Hobert Clary moved to approve minutes as written for November 6, 2018. Ruhnke seconded the motion and it carried.
Hobert Clary moved to approve bills check #115743 11-9-18 $7,264.00, and check#115744 to #115771 dated 11-20-18 total $76,964.85. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to give account #110008007 a one- time extension on utility bill to November 27 at 8 a.m. Carolyn Clary seconded the motion and it carried.
Angie Kreider with Rainbow Communications informed council they have fiver installed in the city now. She gave them the prices for fiber rates. She said the city is entitled to 2 cable hook ups and 1 internet hookup but not at the new speeds. We would need to pay money difference. She stated the school gets fiber for free. Right now, the city shop pays for internet but needs to figure out if they are going fiber with Rainbow or go with Century link. The City gets free cable right now at the city shop. The ambulance barn pays for cable and not for internet. Rainbow does not use the stuff in the water tower and will be removing the stuff in the next 60 days. Council thanked her for her time.
The council discussed city insurance bids with Branden Tritten with JBLB Insurance Group. It was decided to have him check on insurance available for the Ambulance, City, and Housing Authority as far as liability, work-comp, auto, building, etc. City Clerk is to give him present policies and any information he needs.
The letter for the Roger Wolfe grant was signed by those present and will be mailed tomorrow.
Building Permit 2018-26 for a fence at 1197 D Last Chance Road was reviewed again. A discussion was held. Hobert Clary moved to grant a variance from the 20’ set back to a 15’ set back on the South property line of this residence. The motion died for a lack of a second.
Carolyn Clary moved to approve building permit 2018-27 for a storage shed at 433 W. State. Hobert Clary seconded the motion and it carried.
Carolyn Clary moved to approve the 2018 auditor contract with Mize Houser and Company. Hobert Clary seconded the motion and it carried.
Ruhnke moved to approve the Pioneer Center Lease with 168 square feet less once the Police Departments Office has been constructed and additional storage added sometime next year. Hobert Clary seconded the motion and it carried.
Council went into executive session to discuss legal matters and 7:45 p.m. with mayor, council, police chief, city clerk and city attorney present. Meeting reconvened at 8:05 p.m.
City Attorney had an ordinance prohibiting jake brakes but council wants it to include compression breaks. Table to next meeting.
Ruhnke moved to do the 5% Christmas lights as in the past. Carolyn Clary seconded the motion and it carried. You have until December 10, 2018 to sign up for the 5% outside Christmas Lighting discount if you have a display of outside Christmas lights this year. This discount will be off your electric usage of middle of December to middle of January, which is reflected on your February 1, 2019 billing. Please contact City Hall (985-2101 or 985-2265) to sign up. Please not churches with outside displays lighted at night and businesses with Christmas window light displays on in the evenings can sign up also.
The council wants to add the old pump house at 501 W Locust now that we are getting a new roof and the contents to insurance. The City Clerk is to get the assessed valuation from the appraiser’s office and have Danny King value the valves, etc. stored there.
City Clerk reported the meter at the water salesman at 501 W Locust is no longer working. Council agreed it needs replaced after the 1st of the year.
Council went into executive session at 8:15 p.m. to discuss personnel with mayor, council, city clerk, Police Chief and city attorney present. The meeting reconvened at 8:31 p.m.
Carolyn Clary moved to adjourn at 8:32 p.m. Ruhnke seconded the motion and it carried.
