Troy City Council met at Troy City Hall on HMay 7, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Stan Ruhnke, Carolyn Clary, Hobert Clary, Tim Hanlan, and Sarah Boeh-Cerra, City Clerk Jane Boeh, and Working Supervisor Jim Horner. Others present for a portion of the meeting were City Attorney Alan Boeh, Police Chief Doug Duncan, Stan Jones with George K. Baum & Co., and representatives of the park board Mary Winder and Jennifer Whetstine.
Hobert Clary moved to approve minutes for April 16, 2019 as written. Boeh-Cerra seconded the motion and it carried.
Boeh-Cerra moved to approve bills check #10919 to #10958 in the amount of $93,688.32. Carolyn Clary seconded the motion and it carried.
Stan Jones with George K. Baum & Co. was present to discuss issue of bonds process. First, need to authorize project, secondly, sale of bonds and third, final resolution for bonds for the electric upgrade. Hobert Clary moved to accept the Non-binding underwriter memorandum of understanding with City of Troy and George K. Baum & Company. Hanlan seconded the motion and it carried. Mayor executed the contract.
Jennifer Whetstine presented the council with the ½ mile walking trail plan and asked if the city would just mow the trail shorter than the rest of the park and they plan on getting signs to mark the trail. It starts at the volley ball court and goes thru the native grass and back to the volley ball court. Council tabled the plan until they have time to study it to make sure it is not on anyone’s property.
Beth Hanlan with the recreation commission was present to bring the keys to Horner so that the city could pump the pool out. They could reimburse the city of need be but council agreed to do it at no cost.
Ruhnke moved to purchase “smoking prohibited within playground” signs to put up so no smoker puts cigarette butts in the wood chips and causes a fire. Boeh-Cerra seconded the motion and it carried.
Police Chief was given permission to take the police truck to Hiawatha Ford for a windshield wiper problem.
Paul Moore wanted the council to know he has all his vehicles tagged and will get mowing done.
Carolyn Clary moved to approve the bid for concrete sidewalk and driveway for Police Department in the amount of $3,436.00 from Fuemmeler Flatwork, LLC. Boeh-Cerra seconded the motion and it carried. An amended contract for an additional $2,400.00 was approved for extending driveway so 2 can park by contacting council on May 9, 2019 by phone.
Council agreed the bottom of the front door of city hall needs sanded and then the door painted.
Police Chief asked to have Ordinance 545 be revised to reflect only one notice a year having to be sent. This ordinance refers to old lumber and boards not safely stacked, junked or discarded vehicles, machinery, equipment, appliances, trash and refuse, all of which constitute a menace and danger to the health and safety of the inhabitants of the City of Troy, for the reason said nuisances serve as breeding grounds for insects, rodents, reptiles and other vermin and otherwise present a danger to the health and safety of inhabitants of the City of Troy, particularly children. Tabled to next meeting to give City Attorney time to review.
Ruhnke moved to have city crew remove a portion of old asphalt and put asphalt in the street in the 200 block of south 2nd Street. Hanlan seconded the motion and it carried.
Matt McKittrick is working on getting prices on finishing the ambulance building bathroom.
Council agreed to take an offer on the smoker machine for the sewer lines that has not been used from Kansas Rural Water which would need to including using the machine in the future to check our service lines and we would keep the oil and chemicals we have for this purpose already on hand. It has to be dry weather to work the best.
Hobert Clary moved to approve the parking and sidewalk closing plan for 117 S. Main. The street and sidewalk will need to be clear for the July 4th parade. Hanlan seconded the motion and it carried.
Carolyn Clary moved to approve the Municipal Water Conservation Plan for The City of Troy after reviewing it. Boeh-Cerra seconded the motion and it carried.
Chris Winkel did not take the maintenance job and Joel Jorgenson resigned effective May 10 to take another job. The city is taking applications for 2 full-time Maintenance Workers. Wage to be determined by experience. Applicants must have a high school diploma or equivalent. Valid driver’s is required. CDL is required or must be obtained within one year of hiring. Physical and other requirements will be given at interview by the personnel committee. Applicants selected must pass drug test. Applications may be picked up and returned to Troy City Hall, 137 W. Walnut Street, Monday-Friday 8 a.m. to noon and 12:30 p.m. to 4:30 p.m. Applications will be taken until position is filled.
The city did receive a Small System Public Water Supply Planning Grant in the amount of $5,000 which will help towards the $12,000.00 need for the engineer to work up plan on the water plant sludge project.
Boeh-Cerra moved to go into executive session at 8:10 p.m. to discuss personnel with mayor, council, Working Supervisor present. Hanlan seconded the motion and it carried.
At 8:25 p. m. council member Carolyn Clary left the meeting. The meeting reconvened at 8:27 p.m. with Council member Carolyn Clary, City Clerk, and Linda Klaus coming back to the meeting.
Hobert Clary moved to hire Camden Benitz back for summer workers at the rate of $7.75 per hour, and the hire Bray Davies, Cale Hamilton, and Blaine Shellenberger at the rate of $7.25 per hour for summer workers. Hanlan seconded the motion and it carried.
Hanlan moved to give Darren Clary $l.00 per hour raise effective beginning of pay period May 5, 2019 after his 3rd year evaluation. Ruhnke seconded the motion. Aye Hanlan, Ruhnke, Hobert Clary, and Boeh-Cerra. Carolyn Clary abstained from voting. Motion carried.
Carolyn Clary moved to adjourn at 8:30 p.m. Hanlan seconded the motion and it carried.
