Troy City Council met on May 5, 2020, in regular session via zoom video conference. City Clerk Jane Boeh was personally present at Troy City Hall. Mayor Sarah Boeh-Cerra, via zoom called the meeting to order at 6:34 p.m. Council members Nicholas Popple, Stan Ruhnke, Tim Hanlan and Cody Miller were present via zoom. City Attorney Alan Boeh was also present via zoom. Grant Administrator Garrett Nordstrom of Western Consultants and Daniel Bauerkemper, electric engineer of Lutz, Daily, & Brain, and Working Superintendent Jim Horner were present via zoom for a portion of the meeting.
Hanlan moved to approve bills check #11700 to #11722 in the amount of $46,955.80. Popple seconded the motion and it carried.
Ruhnke moved to approve minutes as written for April 21, 2020. Hanlan seconded the motion and it carried.
A discussion was held regarding adding more pole replacements to RS Electric contract. Ruhnke moved to table pole replacement issue until next meeting so engineer and grant administer will have time to secure additional information. Popple seconded the motion and it carried.
7:10 p.m. Daniel Bauerkemper left meeting
Popple moved to approve Amendment #2 to agreement with BG Consultants, Inc. for work to establish legal description for land needed for water plants discharge project and for and a topographical survey at a cost of $7,000.00, subject to the KDHE acceptance of plan for water plant discharge project. Miller seconded the motion and it carried.
City Superintendent joined the zoom meeting at 7:19 p.m. He was late due to a power outage.
Nordstrom informed the council a new low to moderate income survey would be needed before another grant could be applied for. Nordstrom also advised he would help, if needed, on the water plant discharge project. City will be working with MAPS and Shelly Underwood in connection with State Revolving Loan to help fund water project. Nordstrom left zoom meeting at 7:30 p.m.
Miller approved zoning permit 2020-11 for a 10’x20’ shed at 435 N Seneca. Hanlan seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-12 above ground pool with deck at 301 S. Liberty, contingent on deck having a fence. Miller seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-13 for a fence at 333 N. Main. Ruhnke seconded the motion and it carried.
Horner informed council about having Engemann Drainage clean out the primary this past Friday. A discussion was held on booster pump. Council wants to determine if there is any warranty on rebuilt motor vs purchasing a new pump at a cost of $20,000.00. Ruhnke moved to table for two weeks. Hanlan seconded the motion and it carried.
Well #1 building repairs tabled pending receipt of another bid.
Water salesman for Well #1 is operational.
The summer help hired for this year were Brayden Hill and Cale Hamilton.
Miller moved to authorize City Clerk to pay Evergy check in the amount of $41,917.57 for the sub-station purchase and easement work done when invoice is received since the survey has now been recorded. Hanlan seconded the motion and it carried.
Electric ordinance was reviewed and adding special assessment discussed. Tabled to next meeting.
City Hall furnace bids tabled.
Horner stated the park restrooms are not open yet because the parks are still closed. He also stated Kansas Rural Water was coming to clean out some more meter wells.
Mayor Boeh-Cerra moved to appoint Michael Brissett to fill the council vacancy created by resignation of Carolyn Clary. Hanlan moved to ratify the Mayor’s appointment. Popple seconded the motion and it carried.
The City is continuing to abide county and state orders regarding Covid-19.
Ruhnke moved to adjourn at 8:24 p.m. Hanlan seconded the motion and it carried.
