Troy City Council met at Troy City Hall on HMay 21, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Stan Ruhnke, Carolyn Clary, Hobert Clary, Tim Hanlan, and Sarah Boeh-Cerra, City Clerk Jane Boeh, City Attorney Alan Boeh, and Police Chief Doug Duncan. Leaders from Troop 55 Rodney Houghton, and Steve Bowe and Leaders from Troop 260 Pamela Oyerly and Amanda Rullman and scouts Aiden Rathert, Abe Houghton, Jake King, Holden Bowe, Carter Phillippe, Taylor Rullman, and Carlee Phillippe were present to observe the meeting.
Hanlan moved to approve minutes for May 7, 2019 as written. Hobert Clary seconded the motion and it carried.
Hobert Clary moved to approve bills check #10959 to #10981 in the amount of $75,333.53. Ruhnke seconded the motion and it carried.
Ruhnke moved to table the trail thru the park until be know property lines. Hobert Clary seconded the motion and it carried.
Doug gave council is report and reported the thermostat in the police vehicle needs looked at and city workers will check it out.
Carolyn Clary moved to purchase 2 loads of 3” rip rap for the sewer lagoon. Hanlan seconded the motion and it carried.
Hanlan moved to approve building permit 2019-2 for room additions for 107 S 4th Street. Ruhnke seconded the motion and it carried.
The community building contract was discussed and tabled to next meeting but the city is to replace the dirty and damaged tiles and remove extension cords in the ceiling of the building.
Ruhnke moved vote by proxy for the Kansas 811 officers with mayor as authorized signature. Hobert Clary seconded the motion and it carried.
City Attorney will revise the electric policy on school transformers but the city needs a key to the school sub-station.
He will have a revised ordinance regarding only once a year notice per ordinance 545 for next meeting.
Boeh-Cerra moved to go into executive session with mayor and council present at 7 p.m. for 10 minutes to discuss personnel. Ruhnke seconded the motion and it carried. The Police Chief and City Attorney left the meeting.
The meeting reconvened at 7:10 p.m. with the scout leaders and scouts, and City Clerk coming back to the meeting.
Mayor stated an interview for Maintenance Worker would be held at 6 p.m. on June 4 before the regular meeting and Working Superintendent needs to be at the interview.
Carolyn Clary moved to adjourn at 7:12 p.m. Hanlan seconded the motion and it carried.
