Troy City Council met on May 19, 2020, in regular session via zoom video conference.  City Clerk Jane Boeh was personally present at Troy City Hall.  Mayor Sarah Boeh-Cerra, via zoom called the meeting to order at 6:36 p.m.  Council members Nicholas Popple, Stan Ruhnke, Michael Brissett, and Cody Miller were present via zoom.  City Attorney Alan Boeh and Working Superintendent Jim Horner were also present via zoom.  Grant Administrator Garrett Nordstrom of Western Consultants and Daniel Bauerkemper, electric engineer of Lutz, Daily, & Brain, Police Chief Doug Duncan, and Ambulance Director Matt McKittrick were present via zoom for a portion of the meeting.

 

Popple moved to approve minutes as written for May 5, 2020.  Miller seconded the motion and it carried.

 

 Miller moved to approve bills check #11723 to #11752 in the amount of $67,435.19.  Popple seconded the motion and it carried.

 

Council member Ruhnke joined the zoom meeting at 6:45 p.m.

 

A discussion was held regarding adding more pole replacements to RS Electric contract.  Engineer Bauerkemper gave a budget report.  Brissett moved to approve up to $68,341.76 that can be applied to poles as per prices already bid by RS Electric which will replace approximately 15 poles.  Popple seconded the motion and it carried.  Mayor will sign contract with RS Electric once it is prepared.

 

7 p.m. Daniel Bauerkemper and Garrett Nordstrom left meeting.

 

RS Electric proposal for electrical work done in July 2019 was verbally approved and proposal was not signed.  Popple moved to approve the $5,250.00 for work already done by RS Electric.  Miller seconded the meeting and it carried.  Mayor signed proposal.

 

Popple moved to approve zoning permit 2020-14 for a 36’ x 8’ porch at 215 N 3rd.  Brissett seconded the motion and it carried.

 

Brissett moved to approve zoning permit 2020-15 for a 20’ x 8’ storage container at 224 S. Seneca.  Miller seconded the motion and it carried.

 

Ambulance Director Matt McKittrick stated they had good supply of Personal Protection Equipment.  He talked about a UV-C light to disinfect the ambulances and ambulance barn.  He is going to check with Emergency Preparedness Director Julie Meng regarding a FEMA grant.  McKittrick left meeting at 7:10 p.m.

 

Police Chief Duncan stated there have been 9 cases of COVID-19 in Doniphan County and 7 cases have recovered.  On June 1 Doniphan County Health Department will start doing a nasal test if a person has symptoms of COVID-19.  He further stated could still have only 10 in a group inside but outside no limits but must practice 6’ social distancing. 

 

Chief Duncan also advised the trailer has been removed at 210 S. Park and that the article in the paper regarding grass clippings clogging the storm sewers and seeding the brick streets was to help let people know they are not to put grass in the street or gutter.

 

Ruhnke moved to execute and serve Wilbur-Ellis with notice of exercise of option to renew/extend lease agreement for metal building city has leased for the past 5 years.  Brissett seconded the motion and it carried.  Mayor signed notice and the Police Chief will hand deliver a copy to Wilbur-Ellis Company at Leona, Kansas.

 

7:20 p.m. Police Chief Duncan left meeting.   

 

Two bids were received for Well #1 house repairs but they were not like bids.  Council instructed Horner to bid a 7 x 9 addition with insulation as was there before accident.  Tabled to next meeting.

 

A discussion on the North pump at the Booster Station was held.  The South pump was pulled at a cost of $4,615 and repaired for $8,947.00. The booster station is now running on the repaired motor.   

 

Ruhnke moved to have the North pump pulled at a cost of $4,615 and fixed for $8,947.00.  Further discussion was held and Ruhnke retracted his motion.

 

 

 

 

 

 

 

 

 

 

Popple moved to spend $4,615 to pull the North pump and get estimate of cost to fix pump.  More discussion was held.  Motion died for lack of a second.  It was agreed to wait and evaluate money situation before doing anything with the North pump as the South pump just got rebuilt and it has a year warranty.

 

Council agreed to have a special meeting June 9 at 6:30 p.m. to work on budget.  We will be having regular meetings again instead of zoom starting June 2.

 

Popple moved to purchase a radio for the water truck at a cost of $603.00 installed.  Brissett seconded the motion and it carried.

 

We are waiting on KDHE to approve the plans for the water project.

 

Energy review done by Kansas Rural Water Association was discussed and council would like to discuss this further with KRWA at a meeting.  City Clerk will try and set this up.

 

Popple moved to approve Ordinance #717 fixing charges and special assessment to consumers of electric energy furnished by the City of Troy, providing for the use of a power cost adjustment factor computing charges for electric energy sold and delivered by the City of Troy, prohibiting any tampering with an electric meter, providing penalties for violating certain provisions of this ordinance, providing for a delinquent charge and for the billing and collection of electrical energy charges, providing for a security deposit prior to the furnishing of electrical service, providing for the application of the electrical security deposit to the satisfaction od unpaid electric utility accounts, and repealing City of Troy Ordinance no. 704 and all other ordinances and parts thereof in conflict herewith.  This ordinance is on the city web site at www.troykansas.com or you can obtain a copy by calling City Hall.  Ruhnke seconded the motion and it carried.

 

Popple moved to have the Mayor sign the bill of sale so that the sub-station transaction could be completed.  Miller seconded the motion and it carried.

 

It was stated we are in the COVID19 Phase 1/5.

 

Horner informed council he was checking with KMEA to see if they would give a bid on maintenance of the sub-station as we have no one in house that can do this.  They are working on a quote. 

 

Ruhnke moved to adjourn at 8:30 p.m.  Popple seconded the motion and it carried.
