The Troy City Council met inregular session onMay 17, 2022, at6:30 p.m. at the Troy City Hall. The meeting was called to order by Council President Tim Hanlan. Councilmembers Tim Hanlan, Stan Ruhnke, Cody Miller, Duane Weishaar, and Micheal Brissettanswered roll call. Mayor Sarah Boeh-Cerra was absent. Also present were City Clerk Jim Richardson, Working Supervisor Jim Horner,City Attorney Alan Boeh, and Rebecca Houghton.
Motion was made by Stan Ruhnke, second by Duane Weishaarto approve the Council meetingminutes of May 3, 2022. Vote unanimous. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Stan Ruhnke, second by Cody Miller to approve the bills as listedAP check number 13252 thru 13279in the amount of $57,620.51. Voteunanimous. Motion carried.
Rebecca Houghton from the Troy Booster Club addressed the Council concerning using the standard street route that has been used for the 4th of July 5K run for the 2022 race. Discussion followed.
Motion was made by Stan Ruhnke, second by Cody Miller to allow the Troy Booster Club to hold the 4th of July 5K run using the standard street route and barricades and cones supplied by the city as needed. Vote unanimous. Motion carried.
The Council discussed the following items with Working Supervisor Jim Horner: A bid from Alexander Pumps to replace the electric drive on the pump at the pump house; a summer help application.
Motion was made by Duane Weishaar, second by Micheal Brissettto accept the bid from Alexander Pumps to purchase and install a Westinghouse electric drive shaft on the pump at the pump house at a cost of $5,500.00. Vote unanimous. Motion carried.
Motion was made by Duane Weisharr, second by Micheal Brissett to bring back Jake Clary for a second year as summer help with a $1.00 raise over last year’s rate of pay. Vote unanimous. Motion carried.
City Attorney Alan Boeh addressed the Council concerning the request from Kevin McConnaughey made to the Council at the May 3, 2022 Council meeting concerning his property at 608 E. Walnut. Kevin McConnaugheyhad stated to the Council that his property was classified agricultural and he would like to raise two to three cows on the property. City Attorney Alan Boeh shared with the Council that City Clerk Jim Richardson had further look into the request and that the property is not zoned agriculture it is zoned residential, and per Troy’s zoning regulation this would not be allowed under any circumstances. Discussion followed. The Council concurred that Kevin McConnaughey’s request could not be approved.
City Attorney Alan Boeh informed the Council that the land purchase for the lagoon project at the City water plant had been finalized. Discussion followed.
City Clerk Jim Richardson presented the Council with building permit number 2022-7 for Jeff McNemee to add a 13’ x 15’ addition to his house at 517 S. Park. Discussion followed.
Motion was made by Duane Weishaar, second by Micheal Brissett to approve building permit number 2022-7 for Jeff McNemee to add a 13’ x 15’ addition to his house at 517 S. Park. Vote unanimous. Motion carried.
Council member Stan Ruhnkerequested a 5-minute executive session for non-elected personnel.
Motion was made by Duane Weishaar, second by Micheal Brissett, to go into executive session for 5 minutes for non-elected personnel with Mayor, City Council,and the City Clerk. Vote unanimous. Motion carried. Executive session started at 6:51 p.m. The meeting reconvened at 6:56 p.m. with no action taken.
There being no further business, motion was made by Stan Ruhnke, second by Cody Miller to adjourn the meeting.Voteunanimous. Motion carried. The meeting adjourned at 6:57 p.m.
