Troy City Council met at Troy City Hall on HMarch 5, 2019 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Tim Hanlan, Carolyn Clary, Hobert Clary, and Stan Ruhnke, City Clerk Jane Boeh, Police Chief Doug Duncan, Working Superintendent Jim Horner, and City Attorney Alan Boeh.  Brandon Tritten with JBLB Insurance Group, Kevin McConnaughy, Paul Moore, and Paula Culp and Brendan Sheehan with Santa Fe Trail Bike Shop were present for a portion of the meeting.  

Hobert Clary moved to approve minutes as written for February 19, 2l019.  Ruhnke seconded the motion and it carried.

Hobert Clary moved to approve bills check # to #010798 to #010830 in the amount of $18,552.42.  Ruhnke seconded the motion and it carried. 

Brendan Sheehan with Santa Fe Trail Bike Shop was in to share information about the 2019 Cool Hand Luke Gravel Grinder which bikers will start in Leavenworth and go thru Atchison and Troy and turn around and go back on April 28, 2019.  Permission was given to put the turn around mat at the entrance to the City Park located South of Locust and east of Park Street as they need restrooms and they can use the shelter house.  They will be eating in Atchison but will have a need for water, etc. before they return back to Atchison.  The earliest rider could show up at 9:30 a.m. and last one be gone by around 1 p.m.  They are expecting 250 riders but only 100 riders will make it to Troy.  The ride is 95% on gravel roads and approximately 100 miles long.

Hanlan gave Paul Moore until May 5 to get his untagged vehicles moved or tagged.  Ruhnke seconded the motion and it carried.

Council discussed changing the emergency snow route on Main to Poplar instead of Lower State Street as the 300 block of South Main is not part of the business district.  City Attorney was directed to make change to the ordinance and bring new ordinance to next meeting.

Council agreed to advertise for a fulltime maintenance worker.  Wage to be determined by experience.  Applicants must have a high school diploma or equivalent and valid driver’s license.  A CDL is required or must be obtained within one year of hiring.  Physical and other requirements will be given at interview by the personnel committee.  Applicant selected must pass drug test.  Applications my be picked up and returned to Troy City Hall, 137 S. Walnut Street, Monday-Friday 8 a.m. to noon and 12:30 p.m. to 4:30 p.m. phone 785-985-2101 or 2265.  Applications will b e taken until position is filled.

Working Superintendent Jim Horner reported a regular water meter cost $75 and a radio read meter cost $125.  He will get more information on software, etc. 

Kevin McConnaughey was present due to a water leak he discovered on his side of the meter.  A discussion was held.  Hanlan moved to give credit of $643.83 for half of the water leak due to city unable to read meters for the past 3 months due to cold and snow.  Ruhnke seconded the motion and it carried.  If was pointed out any water customer can read their meter to check if it is turning but must be sure and get lid on tight and not have off for very long or the meter would freeze.

Brandon Tritten with JBLB Insurance Group had a quote on the city vehicle, building, workers compensation, etc. insurance due to renew in April.  Working Superintendent Jim Horner is getting a list of things in the shop and the council wants to see replacement cost rather than actual cash value on some of the buildings with various deductibles.  Tabled to next meeting.

Police Chief Doug Duncan reported on training he was at last week and removal of vehicles progress.

Ruhnke moved to replace the security cameras at the community building.  Hanlan seconded the motion and it carried.

Mary Winder on behalf of the park board wanted to store a piece of equipment when it is delivered in the Quonset. They were able to get the equipment with the help of the Roger Wolf Grant.  Council gave permission to store the equipment when it comes in so it is locked up until they can get it put in the park.

City Clerk had 3 bids on wood fiber mulch.  Tabled to Spring.

Council gave permission to enroll Lewis Johnson and Darren Clary in a mail in course on small wastewater systems to get prepared for taking a test to get certified in wastewater.

Hanlan moved to hire Jim Richardson as City Treasurer at the same rate Joi Davies was receiving.  Carolyn Clary seconded the motion and it carried.

Hobert Clary moved to adjourn at 8:30 p.m.  Hanlan seconded the motion and it carried.
