Troy City Council met at Troy City Hall on HMarch 19, 2019 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Sarah Boeh-Cerra, Tim Hanlan, Carolyn Clary, Hobert Clary, and Stan Ruhnke, City Clerk Jane Boeh, Police Chief Doug Duncan, Working Superintendent Jim Horner, Ambulance Director Matt McKittrick, and City Attorney Alan Boeh.  Brandon Tritten with JBLB Insurance Group, Corey Kostman with Grain Belt Insurance, Emily Wicoff with Snyder and Associates, Shelly Underwood with Midwest Assistance Program, Par McKernan Superintendent of USD#429, Brian Kingsley, Jarrod Mann and Paul Owings with BG Consultants were present for a portion of the meeting.  

 

Hanlan moved to approve minutes as written for March 19, 2l019.  Hobert Clary seconded the motion and it carried.

 

Hobert Clary moved to approve bills check #010831 to #010858 in the amount of $83,434.43.  Ruhnke seconded the motion and it carried. 

 

A discussion on transformer bank behind the school was held.  It was determined by ordinance 696 shall not result in any charge to electrical user for transformer capacity now in place, notwithstanding the fact that such may be greater than fifteen K.V.A., nor shall it result in any charge to an electrical user for replacement or repair of transformers now in place or for replacement or repair of transformers now hereafter installed and paid for by the user.   The city will be upgrading transformers to the same K.V.A. in place at the city’s expenses for the electric upgrade.

 

Brandon Tritten with JBLB Insurance Group had an updated insurance quote.

 

Corey Kostman with Grain Belt Insurance had the city renewal quote.

 

Working Superintendent Horner is getting cost on 2 more doors for the water plant and reported the clear wells had been checked.

 

Ruhnke moved to oil and chat the streets that were not done last year, community building parking lot, city hall/pioneer center parking lot, and alley in the 100 and 200 block of south Main.  Also, to purchase rock for alleys and patch.   Hanlan seconded the motion and it carried.  The county will haul the chat and do the oiling which the city is very thankful.

 

Hanlan moved to allow Director McKittrick to purchase 2 lap top computers for ambulance at a cost of $419 each, a $299 projector and Microsoft office at $100.00 per month.  He is to install this on his 2 computers, city shop lap top, and the police chief lap top as it covers at least 5 computers.  Hobert Clary seconded the motion and it carried.

 

Corey Kostman discussed remodeling his sidewalk.  He needs the sidewalk and some of the street blocked off when they are working on the front of the building and asked that the 2 benches be moved somewhere else because his front will be all glass.  He also asked about the power pole in front of his new building if he does re-due sidewalk, he could put electric in ground and maybe the city would purchase a new street light.  He is to come back with a plan for the sidewalk and also when and how long the sidewalk needs blocked off the remodeling.

 

Council member Boeh-Cerra removed herself from the meeting when engineers gave presentations.  BG Consultants and Shelly Underwood left while Emily Wicoff with Snyder and Associates gave her presentation and quote on solutions on how to get the backflow water from running into the creek at the water plant. When she was done, she left the meeting.

 

Brian Kingsley, Jarred Mann, and Paul Owings with BG Consultants returned to the meeting to do their presentation and quote on the problem of backflow water running into the creek at the water plant. 

 

Shelly Underwood with Midwest Assistant Program shared information about a search grant for a PER to be developed and explained her services are free to the city as she is paid through federal funds.

 

Council thanked them for the information and BG Consultants and Shelly Underwood left the meeting.

 

Boeh-Cerra returned to the meeting.

 

 

 

 

 

 

 

 

 

 

Police Chief Duncan reported the Jake brake signs were in and waiting on city crew to put up.  He has purchased the cameras for the community building.  The council is looking moving the police department to the ambulance barn in the NE corner of the building.  A window needs out and a solid door put in and sidewalk/parking hard surfaced for 2 parking places.  The attic fans need removed or sealed as they are not used.  Ambulance Director and Police Chief are to work together to get a quote on the 2 rooms to be finished and have a shower installed in bathroom which has always been the plan but was never finished.

 

Council would like to thank Arlie Buessing for fixing the problems with the cabinet doors at the community building in the kitchen.

 

Hobert Clary moved to allow the Christian Church to purchase two portable handicapped signs and use them next to the two already there on Sundays only.  Hanlan seconded the motion and it carried.

 

Clean-up day in the City of Troy will be Saturday, April 20.  A Miller Trash dumpster will be at Troy City Hall for use by Troy residents from 7 a.m. to 11 a.m.  You need to bring items to the parking lot at 137 W. Walnut you wish to dispose of.  Items not accepted will be tires, liquid paint, chemicals, brush, lumber, concrete, metal, or shingles.  Old appliances and metal (example-old lawn mowers) will be picked up once they are at the curb and by calling City Hall at 785-985-2265 or 2101, by noon on Friday, April 19 to get on the pickup list.

 

Hanlan moved to adopt Ordinance 710 regarding parking on emergency snow routes.  Hobert Clary seconded the motion and it carried.

 

Ruhnke moved to keep the liability, vehicle, workers comp, and property insurance with Grain Belt but to raise deductible from $1000 to $5000 and to double check all is listed that needs insured.  Hanlan seconded the motion and it carried.

 

Hobert Clary moved to accept contract by Snyder and Associates on the water project subject to getting the search grant and to have MAPS assist in the process.  Carolyn Clary seconded the motion.   Aye: Carolyn Clary, Hobert Clary and Hanlan.  Boeh-Cerra abstained from any discussion or voting in this matter.  Nay: Ruhnke.  Motion carried.  City Clerk will get contract from Snyder and Associates so it can be executed.

 

Hobert Clary moved to adjourn at 8:50 p.m.  Hanlan seconded the motion and it carried.
