The TroyCity Council met in regular session TuesdayMarch 16, 2021,at 6:30 p.m. at theTroy City Hall.The meeting was called to order by Council President Tim Hanlan. MayorSarah J. Boeh-Cerra was absent.CouncilmembersTim Hanlan, Stan Ruhnke,Cody Miller,Nick Popple, and Micheal Brissett answered roll call.Also present were City Clerk Jim Richardson, City Attorney Alan Boeh, Working SupervisorJim Homer, Ambulance Director Matt McKittrick,and Assistant Ambulance Director Kyler Oliver.
Motion was made by Stan Ruhnke, second by Micheal Brissett to approve the minutes of the March 2,2021.Vote-unanimous.Motion carried.
The Council reviewed and discussed the bills presented.

The Councildiscussed the followingitems regardingphase one of the electricalupgradeproject.ChangeordernumberfivewhichservestoextendthetimeofthecontractsubstantialcompletiondatetoMay31,2021.
Motion was made by Nick Popple, second by Micheal Brissett to approve change ordernumber five which serves to extend the time of the contract substantial completion date to May31,2021.Vote-unanimous.Motioncarried.
TheCouncildiscussedthefollowingitemswithWorkingSupervisorJimHomer:LEDlightingfor the CommunityBuilding;replacingCity work vehicles;and the potentialoil andchattingof Citystreetsfor2021.
Motion was made by Stan Ruhnke,secondby MichealBrissettto change the interiorlightingattheCommunityBuildingovertoLEDlightingatacostof$1225.00.Vote-unanimous.Motioncarried.
AmbulanceDirectorMatt McKittrickbroughtup the matterof purchasing two AED unitsforCityHallandtheCommunityBuildingatacostof$1,887.50perunit.Discussionfollowed.

City Attorney Alan Boeh presented the Council with the Kansas Public Water SupplyLoan Fundloan agreementfor KPWSLF ProjectNo. 3052 at the CityWaterPlant and OrdinanceNo. 720 an ordinance authorizing the execution of a loan agreement between the City of Troy,Kansas and the State of Kansas, acting by an through the Kansas Department of Health andEnvironment for the purpose of obtaining a loan from the Kansas public water supply loan fundforthepurposeoffinancingapublicwater supplyproject.Discussion followed.
