 The Troy City Council met in regular session on March 15, 2022, at 6:30 p.m. at the Troy City Hall.  The meeting was called to order by Mayor Sarah J. Boeh-Cerra.  Mayor Sarah J. Boeh-Cerra, and Council members Tim Hanlan, Stan Ruhnke, and Duane Weishaar answered roll call.  Council members Micheal Brissett and Cody Miller were absent.  Also present was City Clerk Jim Richardson, Working Supervisor Jim Horner, Ambulance Director Matt McKittrick, City Attorney Alan Boeh, and Jake King.

Council member Micheal Brissett arrived at 6:33.

            Jake King addressed the Council concerning building a picnic shelter at the Troy Community Building as an Eagle Scout Project.  Jake also presented the council with a detailed project proposal and cost list.  Discussion followed.    

            Motion was made Tim Hanlan, second by Stan Ruhnke to fund the lumber for building a picnic shelter at the Troy Community Building as an Eagle Scout Project by Jake King.  Vote unanimous with those Council members present.  Motion carried.

            Motion was made by Tim Hanlan, second by Micheal Brissett to approve the Council meeting minutes of March 1, 2022.  Vote unanimous with those Council members present.  Motion carried.

The Council reviewed and discussed the bills presented.

Motion was made by Tim Hanlan, second by Duane Weishaar to approve the bills as listed AP check number 13110 thru 13143 in the amount of $78,587.97.  Vote unanimous with those Council members present.  Motion carried.

City Attorney Alan Boeh presented the Council with proposed ordinance number 725 regarding the operation of ATV, Work-Site Utility Vehicles, Micro-Utility Trucks and Golf Carts within the City of Troy for their consideration.    

Motion was made by Tim Hanlan, second by Micheal Brissett to adopt Ordinance No. 725 for the operation of ATV, Work-Site Utility Vehicles, Micro-Utility Trucks and Golf Carts within the City of Troy Kansas.  Vote 3 Yes (Hanlan, Weishaar, Brissett), 1 No (Ruhnke).   Motion carried.

Motion was made by Duane Weishaar, second by Micheal Brissett to refund the $25.00 ATV sticker fee to everyone that paid the fee.  Vote unanimous with those Council members present.  Motion carried.  

City Attorney Alan Boeh presented the Council with building permit number 2022-2 form Jeff Corriveau at 129 E. Chestnut Street to replace a damaged fence and add a split rail fence with welded wire.  Discussion followed. 

Motion was made by Tim Hanlan, second by Stan Ruhnke to approve building permit number 2022-2 form Jeff Corriveau at 129 E. Chestnut Street to replace a damaged fence and add a split rail fence with welded wire.  Vote unanimous with those Council members present.  Motion carried.

The Council discussed the following items with Working Supervisor Jim Horner:  Reapproving the motion made for 20 utility poles at a cost of $192.99 per pole with a total cost of $3,840.00 at the February 15, 2022 Council meeting due to the quote being for the wrong class of pole; and getting a bid from Herzog for asphalting Locust Street. 

Motion was made by Micheal Brissett, second by Tim Hanlan to purchase 20 utility poles at a cost of $238.70 per pole at a total cost of $4,774.00.  Vote unanimous with those Council members present.  Motion carried. 

Ambulance Director Matt McKittrick and Council member Micheal Brissett update the Council on the Ambulance Committee meeting with the County Commissioners regarding establishing a county wide ambulance service and potential ways of structuring and funding the service and the RFP being sent out for potentially having an outside company managing the county wide ambulance service. 

There being no further business, motion was made by Stan Ruhnke, second by Tim Hanlan to adjourn the meeting. Vote unanimous with those Council members present.  Motion carried.  The meeting adjourned at 7:15 p.m.
