JUNE 7 2022

 



The Troy City Council met inregular session onJune 7, 2022, at6:30 p.m. at the Troy City Hall.  The meeting was called to order byMayor Sarah J. Boeh-Cerra.  Mayor Sarah J. Boeh-Cerra and Councilmembers Tim Hanlan, Stan Ruhnke, and Duane Weishaaranswered roll call.Council members Cody Miller and Micheal Brissett were absent.  Also present were City Clerk Jim Richardson, Working Supervisor Jim Horner,City Attorney Alan Boeh, Ambulance Director Matt McKittrick, Patty Wiedmer, and Walter Clary.     

Motion was made by Duane Weishaar, second by Stan Ruhnke to approve the Council meetingminutes of May 17, 2022.  Vote unanimous with those Council members present.  Motion carried. 

The Council reviewed and discussed the bills presented. 

Motion was made by Tim Hanlan, second by Stan Ruhnke to approve the bills as listedAP check number 13281thru 13318 in the amount of $167,209.40.  Voteunanimous with those Council members present.  Motion carried. 

Motion was made by Tim Hanlan, second by Duane Weishaar to approve the UB Deposit Refund check number 13280 in the amount of $3.11.  Vote unanimous with those Council members present.  Motion carried. 

The Council discussed the following items with Ambulance Director Matt McKittrick: The resignation letter submitted by ambulance employee Kyler Oliver; Advertising for the vacant part-time ambulance position; and the ambulance committee.   

Motion was made by Tim Hanlan, second by Stan Ruhnke to allow Ambulance Director Matt McKittrick to advertise for a part-time ambulance employee.  Vote unanimous with those Council members present.  Motion carried.   

Norman Meng addressed the Council concerning the Doniphan County Rodeo and the Main Street Dance to be held on June 17th & 18th.  Discussion followed.     

Motion was made by Stan Ruhnke, second by Tim Hanlan for the City to incur the cost of renting two port-a-pots for the Doniphan County Rodeo and Main Street Dance.  Vote unanimous with those Council members present.  Motion carried.   

City Clerk Jim Richardson presented the Council with aCMB application for a special event retailers permit from Harry Smith and Resolution number 2022-02 a resolution authorizing the issuance of a special event retailers permit to sell and serve cereal malt beverage on June 17, 2022, during the Main Street Dance to Harry Smith DBA as “Last Chance Saloon”.   Discussion followed.    

Motion was made by Tim Hanlan, second by Duane Weishaar to approve the CMB application for a special event retailers permit to sell and serve cereal malt beverage on June 17, 2022, during the Main Street Dance to Harry Smith DBA as “Last Chance Saloon”.  Vote unanimous with those Council members present.  Motion carried.    

Motion was made by Tim Hanlan, second by Duane Weishaar to adopt Resolution Number 2022-02.  Voteunanimous with those Council members present.  Motion carried.  

Patty Wiedmer from the Troy Lions Club addressed the Council concerning the 4th of July 5K Run and the problem of dogs running at large.  Discussion followed.   

Mayor Sarah J. Boeh-Cerra opened the extended hearings for properties served notice for existing nuisances.  Walter Clary was present to addressthe Council concerning his property.  Discussion followed with the Council.   

Motion was made by Tim Hanlan, second by Stan Ruhnke to extend the hearing for Walter Clary at 103 N. 2nd Street until September 6, 2022 to bring his property into compliance. No more extensions will be allowed.  Vote - 2 Yes (Hanlan , Ruhnke), 1 No (Weishaar).  Motion carried.   

Paul Moore and Gary and Mary Simpson were not present to addressthe Council concerning their properties.  The Council concurred to request that they attend the June 21, 2022 Council meeting regarding their properties.   

The Council discussed the following items with Working Supervisor Jim Horner:  Oil and Chatting to be done in the City; and Nuisance properties.   

City Clerk Jim Richardson presented the Council with Building Permit number 2022-08 for Leon and Rebecca Martinez at 320 N. 1st to put in an above ground pool and a 8’ X 12’ deck.     

Motion was made by Tim Hanlan, second by Stan Ruhnke to approve Building Permit number 2022-08 for Leon and Rebecca Martinez at 320 N. 1st to put in an above ground pool with an 8’ X 12’ deck.  Vote unanimous with those Council members present.  Motion Carried. 

City Clerk Jim Richardson presented the Council with a quote from Littleman Construction LLC to remodel the main office at City Hall.  Discussion followed.   

Motion was made by Stan Ruhnke, second by Tim Hanlan to accept the quote from Littleman Construction LLC to remodel the main office at City Hall in the amount of $16,441.30.  Vote unanimous with those Council members present.  Motion carried.    

Mayor Sarah J. Boeh-Cerra requested a 10-minute executive session for non-elected personnel.   

Motion was made by Duane Weishaar, second by Tim Hanlanto go into executive session for 10 minutes for non-elected personnel with Mayor, City Council, City Attorneyand the City Clerk.  Vote unanimous with those Council members present.  Motion carried. Executive session started at 7:15 p.m.  The meeting reconvened at 7:25 p.m. with no action taken. 

Motion was made by Duane Weishaar, second by Tim Hanlan to hire Mark Allen as a part time police officer in a KPERS Position for 20 to 30 hours per week at a rate of $20.00 per hour with no benefits with a start date of July 1, 2022.  Vote unanimous with those Council members present.  Motion carried. 

City Clerk Jim Richardson brought up the matter of the Dodge Charger police car that the City of Wathena wants to sell to include all installed equipment.  Discussion followed.    

Motion was made by Duane Weishaar, second by Tim Hanlan to offer the City of Wathena $27,000.00 for their Dodge Charger police car to include all installed equipment.  Vote unanimous with those Council members present.  Motion carried.   

There being no further business, motion was made by Stan Ruhnke, second by Tim Hanlanto adjourn the meeting. Voteunanimous with those Council members present.  Motion carried.  The meeting adjourned at 7:33p.m.
