Troy City Council met at Troy City Hall on HJune 4, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:00 p.m. Others present were council members Stan Ruhnke, Carolyn Clary, Hobert Clary, Tim Hanlan, and Sarah Boeh-Cerra, City Clerk Jane Boeh, Jacob Mott, and Working Supervisor Jim Horner.
Boeh-Cerra moved to go into executive session for 26 minutes to discuss personnel with council, Mayor, Working Supervisor, and Jacob Mott present.
The meeting reconvened at 6:30 p.m. with Jacob Mott leaving the meeting, City Clerk and City Attorney Alan Boeh coming to the meeting. Dave Horton and Working Supervisor Jim Horner was present for a portion of the meeting.
A motion was made by Hobert Clary to hire Jacob Mott as part time Maintenance Worker with no benefits, or fringe at $11.00 per hour. Hanlan seconded the motion and it carried. In the meantime, we are still advertising and in need of a fulltime maintenance worker. City Clerk will contact Mott to see if he will take the position offered.
Ruhnke moved to approve minutes for May 21, 2019 as written. Hanlan seconded the motion and it carried.
Ruhnke moved to approve bills check #10982 to #11011 in the amount of $114,444.85. Hanlan seconded the motion. Aye Carolyn Clary, Hobert Clary, Hanlan, and Ruhnke. Nay Boeh-Cerra on Reeder and Boeh only. Motion carried.
Dave Horton was in regarding a abandoned sewer line/man hole that he erected his garage close to and it has run off of water when it rains like it has been and causes a rut. Discussion was held. All agreed it needs fixed but Horner is to talk to Roger Engemann who did the sewer work and go from there.
Ruhnke moved to take the 2004 bucket truck to Altec for inspection and repairs. Hanlan seconded the motion and it carried.
Ruhnke moved to have Working Supervisor get prices on rain gear around electric lines so they are safe and order 4 sets. Hanlan seconded the motion and it carried.
Building permit 2019-3 was tabled as the alley needs vacated and a utility easement on driveway needs to be given. City Clerk will let them know to go see Reeder and Boeh to get the ordinance to vacate portion of alley and an easement. They will have to pay the attorney fees and legal for the publication as everyone else has had to do.
Hobert Clary moved to approve building permit 2019-4 for a fence at 621 W. Virginia. Hanlan seconded the motion and it carried.
The walking trail in the park has been redesigned and goes thru the native grass and around the volleyball pit, etc. People need to explore the new trail.
The council agrees they do not want things hanging from the ceiling frame or placed above the ceiling in the community building. This is already in the contract but needs to be enforced. The City had to replace ceiling tiles due to people moving them, tying things to the ceiling, and having extension cords across and above the ceiling.
City Clerk is to update the prices for wood fiber chips for the community building playground for next meeting.
Council was made aware of a public safety issue regarding a sewer not working properly. Letters were sent to owner, tenant, and the person responsible for utilities and the problem still exists. The council said to give them until 1 p.m. on June 5 to get someone there to work on the sewer and the city was to pull the water meter.
The council approved having the attic fans removed from the ambulance barn and metal put back up by an independent contract for $450.00.
Ruhnke moved to approve the amended policy regarding utility problems as presented. Hanlan seconded the motion and it carried.
Hobert Clary moved to approve ordinance #711 relating to the cutting/removal of tall grass, weeds, brush, trees and other vegetation; providing for the removal of lumber and boards not safely stacked, junked or discarded vehicles, machinery, equipment, appliances, and miscellaneous trash and refuse; providing for remedial action regarding the aforesaid to be taken by the City of Troy, Kansas; providing for a penalty for failure to comply with the city’s demand for the cutting/removal of the above referenced vegetation and/or for the removal of lumber and boards not safely stacked, junked or discarded vehicles, machinery, equipment, appliances, trash and refuse; authorizing the assessment and collection of costs; and repealing all ordinances in conflict herewith. The owner will be given only one notice per calendar year to abate nuisance. Hanlan seconded the motion and it carried.
Carolyn Clary moved to adjourn at 7:50 p.m. Hanlan seconded the motion and it carried.
