Troy City Council met at Troy City Hall on HJune 18, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Stan Ruhnke, Carolyn Clary, Hobert Clary, and Tim Hanlan, City Clerk Jane Boeh, Working Supervisor Jim Horner, City Attorney Alan Boeh, and Ambulance Director Matt McKittrick. Roger Engemann was present for a portion of the meeting.
Hobert Clary moved to approve minutes for June 4, 2019 and June 10, 2019 as written. Hanlan seconded the motion and it carried.
Hobert Clary moved to approve bills check #011012 to #011043 in the amount of $65,480.45. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to have the 2004 bucket truck maintenance at Altec for $8,621.39. Hanlan seconded the motion and it carried.
Hanlan moved to approve Darren Clary and Lewis Johnson attending the wastewater school for 4 days in Lawrence and taking the wastewater test. Hobert Clary seconded the motion. Carolyn Clary abstained from voting on Darren Clary. Hanlan, Hobert Clary, and Stan Ruhnke Aye. Motion carried.
County still not sure if they will be doing oil and chatting this year for city according to foreman.
Council agreed the concrete culvert along both sides of Last Chance needs trees cut and cleaned up again and no burning or piling of brush, etc. is to be done in the ditch. If was cleaned out a few years ago and is needing it again. Weed eating the bank behind the ambulance barn needs to be done also.
Carolyn Clary moved to have Waldinger work on VFW panel box and wires from prior jobs at the water plant. Hanlan seconded the motion and it carried.
Carolyn Clary moved to have Waldinger check out the fan that cools pumps that pump water to town. Ruhnke seconded the motion and it carried.
Roger Engemann was present to ask for a water reduction for the DC Development water as their irrigation system had malfunctioned and come on and didn’t turn off. He stated he thinks it is fixed now. Hanlan moved to cut the water charge in half and give them a credit of $315.07 for account #60010601. Carolyn Clary seconded the motion and it carried.
Ambulance Director Matt McKittrick informed the council the annual inspection by the board of EMS was today. They only thing they found was the continuing education plan needs modified. He does not have a bid on finishing the shower/bathroom in the ambulance barn.
Council agreed to a general easement on Davies Oil as far as utility easement when vacating the alley. City Attorney will have the ordinance to vacate the alley and easement by next meeting.
City Attorney is to research 49cc lower powered motorcycle and over 49cc motorcycle issue and he is to discuss sidewalks.
When an individual’s tree is over the sidewalk the individual needs to trim it so someone can walk down the sidewalk without ducking the over hanging tree. City Clerk will ask the land owner to trim their trees or the sidewalk.
Hanlan requested the closing of Walnut Street between 3rd and 4th Street on July 6 for the annual block party to celebrate the 4th of July. Ruhnke so moved and Carolyn Clary seconded the motion to close street and it carried. City will put barricades out on Friday July 5.
Hobert Clary moved to take the low bid of Kiddie Kushion for a load of wood fiber for the community building park area at a cost of $1,885.50. Hanlan seconded the motion and it carried.
Carolyn Clary moved to adjourn at 7:30 p.m. Hanlan seconded the motion and it carried.
