Troy City Council met on June 16, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Council members Nicholas Popple, Stan Ruhnke, Michael Brissett, Tim Hanlan, and Cody Miller, City Attorney Alan Boeh, Working Superintendent Jim Horner, and City Clerk Jane Boeh were present. Ambulance Director Matt McKittrick, Water Plant Operator Danny King and Alan Winkel were present for a portion of the meeting.
Hanlan moved to approve minutes as written for June 2, 2020. Ruhnke seconded the motion and it carried.
Popple moved to approve minutes for special meeting as written for June 9, 2020. Miller seconded the meeting and it carried.
Hanlan moved to approve bills Check #11780 to #11813 in the amount of $174,670.21. Popple seconded the motion and it carried.
Horner informed council of the cost for materials of 1” and ¾” water taps.
McKittrick informed that he would make a request to the Doniphan County Commissioners to increase the ambulance tax distribution by $75,000 for the 2021 budget to take care of stand by pay increase and possibility hire another full time EMT.
Danny King informed the council, due to lime issues and motors going bad, he suggests that we change from lime to caustic soda ash. This is cheaper than lime and lime has higher pH. Hawkins Chemical provided some information for us recommended the city try the new chemical. King also stated he needs a turbidity meter which cost around $1,200.00. Hanlan moved to get the turbidity meter and try the new chemical to see if it helped. Brissett seconded the motion and it carried.
King also stated the water plant needs paint and new steps. The Council discussed with King, that they would like his perspective on what preventive maintenance that needs to be done in the water department in order to help the council with the water budget. King agreed to gather information and report back to council.
If the city needs a NPDES discharge permit for the water project, Ruhnke moved to have Shelly Underwood with Midwest Assistance Program (MAP) do the permit as they can do it for no cost to the city. Miller seconded the motion and it carried.
City Clerk is to get a status report from BG Consultants on the Water Treatment Compliance Improvements and report back to the Council.
McKittrick and King left the meeting.
Brissett moved to approve resolution 2020-6 rescinding resolution 2020-5 that temporarily closed the Troy Municipal Court and authorizing the Troy Municipal Judge to make necessary and appropriate orders to conduct court sessions, all as a result of the Covid-19 pandemic and a State of emergency in the State of Kansas. Hanlan seconded the motion and it carried.
The hay contract was discussed and shared with the new council members. No action taken.
Water Conservation Plan for 2020 was tabled until they council has time to read the plan.
Council asked Horner to work with Electric Engineer for specifications to bid out for someone to be in place for emergency response and/or general maintenance of the substation if needed.
New bank signature cards were signed.
Brissett moved to go into executive session at 7:45 p.m. for 30 minutes to discuss personnel with all present remaining. Hanlan seconded the motion and it carried.
Meeting reconvened at 8:15 p.m. No action taken.
Brissett moved to go into executive session at 8:20 p.m. for 25 minutes to discuss personnel with all present remaining. Hanlan seconded the motion and it carried.
Meeting reconvened at 8:45 p.m.
Alan Winkel joined the meeting. Hanlan moved to hire Alan Winkel at $15.50 per hour as Maintenance Worker with one week of vacation time allowed upon hire date. Brissett seconded the motion. Aye Hanlan, Brissett, Miller and Popple. Nay Ruhnke. Motion carried.
Hanlan moved to raise Lewis Johnson’s hourly wages to $15.50 per hour starting next pay period. Brissett seconded the motion and it carried.
Ruhnke moved to adjourn at 8:48 p.m. Brissett seconded the motion and it carried.
