Troy City Council met on July 7, 2020, in regular session at Troy City Hall. Due to Mayor being physically absent from the meeting, President of Council Tim Hanlan called the meeting to order at 6:30 p.m. Mayor Sarah Boeh-Cerra was present for the meeting by phone. Council members Nicholas Popple, Stan Ruhnke, Michael Brissett, City Attorney Alan Boeh, and City Clerk Jane Boeh were present. James Richardson was present for a portion of the meeting. Water Plant Operator Danny King was present by phone for a portion of the meeting.
Ruhnke moved to approve minutes as written for June 16, 2020. Brissett seconded the motion and it carried.
Ruhnke moved to approve bills Check #11814 to #11850 in the amount of $29,691.07. Brissett seconded the motion and it carried.
Brissett moved to approve Check #466 to #468 in the amount of $3,752.00 out of construction fund. Popple seconded the motion and it carried.
Hearing was held on variance from front setback for Traci and Tyler Ferris. Brissett moved to approve the variance for 404 E. Chestnut for a 14’ set back instead of 20’. Ruhnke seconded the motion and it carried.
Brissett moved to approve zoning permit 2020-18 for roof extending from garage at 404 E. Chestnut. Ruhnke seconded the motion and it carried.
Hearing was held on variance on alley and north property line setbacks for Sherri and James Richardson. Hanlan moved to approve the variance for 124 E Myrtle for a garage 3’ off alley and on the south property line. Ruhnke seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-19 garage at 124 E Myrtle. Ruhnke seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-20 deck at 621 W Leona. Brissett seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-21 for porch with roof at 516 S Park. Ruhnke seconded the motion. Aye Hanlan, Ruhnke, and Popple. Nay Brissett. Motion carried.
Hanlan moved to allow City Clerk to order 9000 utility bills forms (each have 3 to sheet) for cost of $1,390.11. Brissett seconded the motion and it carried.
Popple moved to approve the Water Conservation Plan and have it submitted to state with Mayor signing such when she returns. This is done yearly. Ruhnke seconded the motion and it carried.
A preceding decision held last meeting directed the water plant operator to try caustic soda ash vs lime to help with ph was still the consensus of council.
Back flow prevention devices that customers were notified they needed installed have all been completed. All customers with back flow prevention devices will need to have them tested a year from installation annually and provide a copy of inspection to the City. State made the city enforce the ordinance adopted in 1991.
It is time to renew the Non-State Blue Cross-Blue Shield health insurance contract for 3-year period but do not have the new rates yet. Tabled to next meeting.
A draft of the preliminary budget was given the council. Final draft will be ready for the July 21 meeting.
Hanlan moved to adjourn at 7:35 p.m. Ruhnke seconded the motion and it carried.
