The Troy City Council met in regular session on July 5, 2022, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Council President Tim Hanlan. Council members Tim Hanlan, Stan Ruhnke, Micheal Brissett, and Cody Miller answered roll call. Mayor Sarah J. Boeh-Cerra and Council member Duane Weishaar were absent. Also present were City Clerk Jim Richardson, and Jarrod Mann.
Motion was made by Stan Ruhnke, second by Cody Miller to approve the Council meeting minutes of June 21, 2022. Vote unanimous with those Council members present. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Cody Miller, second by Micheal Brissett to approve the bills as listed AP check number 13342 thru 13368 in the amount of $69,140.85. Vote unanimous with those Council members present. Motion carried.
Jarrod Mann from BG Consultants, Inc. presented the Council with a service agreement for the 2022 Water Treatment Plant Compliance Improvements. Discussion followed.
Motion was made by Stan Ruhnke, second by Cody Miller to enter into the 2022 Water Treatment Plant Compliance Improvements with BG Consultants, Inc. Vote unanimous with those Council members present. Motion carried.
City Clerk Jim Richardson presented the Council with Building Permit number 2022-11 for Kelly Franken at 436 W. Walnut Street for a 24’ X 20’ deck attached to the rear of the house. Discussion followed.
Motion was made by Micheal Brissett, second by Cody Miller to approve Building Permit number 2022-11 for Kelly Franken at 436 W. Walnut Street for a 24’ X 20’ deck attached to the rear of the house. Vote unanimous with those Council members present. Motion Carried.
City Clerk Jim Richardson brought up the matter of hiring ambulance volunteer Felicia Rush as a part-time employee for the ambulance department. Discussion followed.
Motion was made by Micheal Brissett, second by Cody Miller to hire Felicia Rush as a part-time ambulance employee at $12.48 per hour with no benefits. Vote unanimous with those Council members present. Motion Carried.
City Clerk Jim Richardson presented the Council with a request from the Troy Baptist Church to close Main Street from Walnut to Chestnut on September 24, 2022 from 3:00 p.m. thru 11:00 p.m. to host a block party to include a bounce house, band, and food instead of October 1, 2022 as previously approved. Discussion followed.
Motion was made by Stan Ruhnke, second by Cody Miller to allow the Troy Baptist Church to close Main Street from Walnut to Chestnut on September 24, 2022, from 3:00 p.m. thru 11:00 p.m. to host a block party. Vote unanimous with those Council members present.
The Council discussed potential annexation.
There being no further business, motion was made by Cody Miller, second by Stan Ruhnke to adjourn the meeting. Vote unanimous with those Council members present. Motion carried. The meeting adjourned at 6:55 p.m.
