Troy City Council met at Troy City Hall HJuly 17, 2018 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Sarah Boeh-Cerra, Hobert Clary, Carolyn Clary, and Stan Ruhnke, City Clerk Jane Boeh, Ambulance Director Matt McKittrick, Working Supervisor Dustin Ferris, and City Attorney Alan Boeh.
Hobert Clary moved to approve minutes as written for July 3, 2018. Boeh-Cerra seconded the motion and it carried.
Hobert Clary moved to approve bills check #115487 to #115509 in the amount of $91,599.87. Boeh-Cerra abstained from voting on Reeder & Boeh bill only. Ruhnke seconded the motion and it carried.
Ferris informed council he would be ordering a roll of electric wire and some spare transformers. He is to get prices on 2- 2” water meter for High School/Middle School and Grade School to have spares.
McKittrick explained about the user agreement for new radios statewide for 800 MHz P25 Digital Radio System and this takes care of the Ambulance and Police department radios. Boeh-Cerra moved to sign the share use agreement for radios. Ruhnke seconded the motion and it carried.
City got one bid to paint city hall. It was decided that the city crew would paint the building.
Boeh-Cerra moved to adopt Ordinance 706 incorporating by reference the Uniform Public Offense Code for Kansas Cities, Edition of 2018 amending section 13.1 of the uniform public offense code for Kansas cities, edition of 2018; and repealing ordinance no. 701. Carolyn Clary seconded the motion and it carried.
Boeh-Cerra moved to adopt Ordinance 707 incorporating by reference the Standard Traffic Ordinance for Kansas Cities, edition 2018; amending section 33 of said standard traffic ordinance for Kansas cities, edition of 2018, relating to maximum speed limits; adding new sub-sections F and G to section 85 of said standard traffic ordinance relating to the stopping, standing or parking of certain trucks, trailers and vehicles in areas of the city zoned residential; incorporating by reference the terms and provisions of K.S.A. 8-1567a concerning driving under the influence of alcohol or drugs and relating to blood alcohol concentrations of persons under twenty-one years of age; and repealing ordinance 702. Hobert Clary seconded the motion and it carried.
After reviewing Building Permit 2018-15 in regard to fence, Hobert Clary moved to allow privacy fence on the west and south property lines and picket or chain link on the east which is the front yard and fence has to be open in the front in accordance to the zoning ordinance. Carolyn Clary seconded the motion and it carried.
Council wants the electric engineer present at the next meeting when Westar comes to discuss electric sub options.
Carolyn Clary moved to adjourn at 7:30 p.m. Ruhnke seconded the motion and it carried.
