Troy City Council met at Troy City Hall on HJuly 16, 2019 in regular session.  Vice-President Hobert Clary called the meeting to order in the absence of Mayor Robert Jenkins and President Sarah Boeh-Cerra at 6 p.m. for 2 interviews for Maintenance Worker Positions.  Others present were council members Carolyn Clary and Tim Hanlan, City Clerk Jane Boeh, and Working Supervisor Jim Horner.

 

Hanlan moved to go into executive session for 30 minutes for personnel.  Carolyn Clary seconded the motion and it carried.  City Clerk left the meeting.  Meeting reconvened at 6:40 p.m. with City Clerk coming back to the meeting.  Others present for a portion of the meeting were Police Chief Doug Duncan, City Attorney Alan Boeh, Kelli Rodgers, park board members Mary Winder and Jennifer Whetstine. 

 

Carolyn Clary moved to approve minutes for July 2, 2019 as written.  Hanlan seconded the motion and it carried.

 

Carolyn Clary moved to approve bills check #011076 to #011101 in the amount of $77,317.82.  Hanlan seconded the motion and it carried. 

 

Park board member Mary Winder was present to ask for help from the city to put base in and assemble the dragonfly.  She had given plans to the Mayor and showed the plans to the council and Horner.  Council suggested Horner with the Mayor direction can get base done but that the park board needed to look for some more help putting it together.  The council approved of where the dragonfly will go. 

 

More discussion was held on the disrepair of the other playground equipment and said if they could get $32,000 before the end of the year as the price goes up in January it could be replaced.  The board has $14,000 and the recreation board is giving them another $5,000 but some concrete will need to be put in place for new equipment and need to hold this back.  They are in need of $18,000.  Council tabled until next meeting and asked the Park Board to come back to the August 20 meeting to discuss further but advised the board to be working on fund raisers.

 

Kelli Rodgers was present regarding Special Event License for a beer garden at the 4-H grounds concert August 3, 2019.  Hanlan moved to approve Resolution 2019-2 for the issuance of a special event retailer’ permit to sell and serve cereal malt beverage for August 3, 2019 from 11 a.m. to 11.59 p.m.  Carolyn Clary seconded the motion and it carried.  Acting President of Council Hobert Clary signed the resolution.

 

Hanlan moved to approve the special event beer permit 2019-2 for Kelli Rodgers, manager of Rookies Sports Bar and Grill for August 3, 2019.  Carolyn Clary seconded the motion and it carried.  Mayor Jenkins will execute the same when he returns.

 

Hanlan moved to approve building permit 2019-3 for 10’ x 36’ addition at 132 W Locust.  Carolyn Clary seconded the motion and it carried.

 

Hanlan moved to approve building permit 2019-5 for a 12’ x 16’ deck at 103 S 4th.  Carolyn Clary seconded the motion and it carried.

 

Police Chief Duncan discussed weed letters he has or will be issuing to get property cleaned up.

 

Horner is working on getting the 2 tower lights fixed-with all the rain earlier it has maybe ruined the fixtures.  He has been trimming trees over the street to get ready for oil and chat machine to be able to clear.  Oil and chat will be done in late August.

 

City Attorney will draft a letter in regards to sewer issue that is a public health hazard in connection with Ordinance 664 that does not allow any person to place, deposit or permit to be deposited on public or private property with the City of Troy, Kansas any human or animal excrement, garbage or other objectionable waste. This letter will be sent to the tenant and owner and Doniphan County Health Department and NEK Environmental Services have been made aware of the situation also.

 

Judge Roy Roper resigned from City of Troy Municipal County Judge effective July 31, 2019.  Police Chief Duncan is to contact 3 individuals to see if they are interested in the position.

 

Hanlan moved to approve the auditor contract for preparing the budget.  Carolyn Clary seconded the motion and it carried.

 

 

 

 

 

 

 

 

 

 

Council agreed with the adjustment of the 2020 preliminary budget to maximum the City can levy and have budget published with hearing at 6:30 p.m. on August 6, 2019.

 

Carolyn Clary moved to go into executive session for 30 minutes at 8 p.m. to discuss personnel with councilmembers, Horner and City Clerk present.  City Attorney and Police Chief left the meeting.  The meeting reconvened at 8:20 p.m.

 

Hanlan moved to do a 5% wage adjustment increase for Jim Horner, Darren Clary, Lewis Johnson and Danny King effective July 14, 2019.  Hobert Clary seconded the motion.  Carolyn Clary abstained from voting.  Hanlan and Hobert Clary voted Aye.  Motion carried.

 

Carolyn Clary moved to hire Eli Whittaker and Ryan Smith for Maintenance Workers pending passing physicals at a rate of $12.75 per hour plus fringe with a 90-day probation period and another 25 cents per hour after being evaluated.  Smith has his CDL and Whittaker has 1 year from start date to get his.  Hanlan seconded the motion and it carried.

 

Carolyn Clary moved to adjourn at 8:30 p.m.  Hanlan seconded the motion and it carried.
