The Troy City Council met in special session on Tuesday January 25, 2022, at 6:00 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra (by zoom) and Council members Cody Miller (City Hall), Duane Weishaar (City Hall), and Micheal Brissett (by zoom) answered roll call. Council member Tim Hanlan was absent. Also present was City Clerk Jim Richardson (City Hall).
The Council reviewed and discussed the bills presented.
Motion was made by Micheal Brissett, second by Cody Miller to approve the bills as listed AP check number 12996 thru 13041 in the amount of $130,834.12. Vote – unanimous with those Council members present. Motion carried.
City Clerk Jim Richardson presented the Council with a city right of way access request from Knightly Environmental Incorporated to install groundwater monitoring wells for the Kansas Department of Health and Environment to investigate soil and groundwater contamination at 137 W. Locust Street and the surrounding area. The wells will be placed on city right of way at 416 N. Seneca Street and 310 N. Centre Street. Discussion followed.

City Clerk Jim Richardson brought up the matter of purchasing 25 Troy Trojan flags at a cost of $1,500.00 to replace flags no longer usable and to have some in reserve. Discussion followed.
Motion was made by Micheal Brissett, second by Duane Weishaar to purchase 25 Troy Trojan flags at a cost of $1,500.00. Vote – unanimous with those Council members present. Motion carried.
Mayor Sarah J. Boeh-Cerra requested a 15 minute executive session for non-elected personnel.
Motion was made by Micheal Brissett, second by Duane Weishaar to go into executive session for 15 minutes for non-elected personnel with Mayor, City Council, and the City Clerk. Vote – unanimous with those Council members present. Motion carried. Executive session started at 6:09 p.m. The meeting reconvened at 6:19 p.m. with no action taken.
Motion was made by Micheal Brissett, second by Duane Weishaar to offer Morgan Hinds a full time position with the City Maintenance Department at a rate of $16.00 per hour with benefits. Vote – unanimous with those Council members present. Motion carried.
There being no further business, motion was made by Micheal Brissett, second by Duane Weishaar to adjourn the meeting. Vote – unanimous with those Council members present. Motion carried. The meeting adjourned at 6:22 p.m.
