Troy City Council met at Troy City Hall on HFebruary 4, 2020 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Stan Ruhnke, Sarah Boeh-Cerra, Carolyn Clary and Cody Miller, City Clerk Jane Boeh, Working Superintendent Jim Horner, and City Attorney Alan Boeh. Others present for a portion of the meeting were Ambulance Director Matt McKittrick and Assistance Ambulance Director Tanner Veach.
Ruhnke moved to approve minutes as written for January 21, 2020. Miller seconded the motion and it carried.
Clary moved to approve bill check #011523 to #011549 in the amount of $40,177.94. Boeh-Cerra seconded the motion and it carried.
It was reported the water leak the city had been looking for about a week was located. One was a service line that feeds the trailer court at 202 N. Seneca where no trailer is at the present time and the city turned corps off to stop the leak. The other one was under a trailer at 320 S. Clinton and the resident was notified and the water shut off at the meter.
Clary moved to purchase a new furnace for the water plant and have the city crew put it in. Miller seconded the motion and it carried.
Horner stated the digger truck won’t start and needs 2 new batteries so they can maybe determine the problem. He also had a couple of bids for a 2002 GMC digger truck they want $8500 and a 2006 International for $6600 on purple wave. Council agreed to get new batteries and then get an estimate for what is needed on the city digger truck and get back with them.
A discussion was held on ambulance standby pay. Ruhnke moved to raise from $2.00 to $4.00 the volunteer standby pay per hour and on weekends to make it $6.00 per hour effective February 9, 2020. Clary seconded the motion and it carried.
Clary moved to approve the Well Maintenance and Pumping Inspection Contract 2020-2021 with Layne Christensen Company. Miller seconded the motion and it carried.
Boeh-Cerra moved to go into executive session at 7:20 p.m. for 5 minutes to discuss real estate with council, mayor, city attorney, city clerk and working superintendent present. Clary seconded the motion and it carried.
Meeting reconvened at 7:25 p.m.
Ruhnke moved to go into executive session for 15 minutes to discuss personnel with all present. Miller seconded the motion and it carried.
Meeting reconvened at 7:40 p.m. Three people will be interviewed for maintenance worker position starting at 5:30 p.m. on February 18 ahead of the regular council meeting at 6:30 p.m.
Clary moved to adjourn at 7:50 p.m. Miller seconded the motion and it carried.
