Troy City Council met at Troy City Hall on HFebruary5, 2019 in regular session.  Mayor Jenkins called the meeting to order at 6:10 p.m.  Others present were council members Sarah Boeh-Cerra, Carolyn Clary and Stan Ruhnke, City Clerk Jane Boeh, and Police Chief Doug Duncan.  Others present for a portion of the meeting were Jim Horner, Gary Davies, City Attorney Alan Boeh, and Ambulance Director Matt McKittrick.

 

Ruhnke moved to go into executive session at 6:10 p.m. for 15 minutes to discuss personnel with council, mayor, and city clerk present.  Boeh-Cerra seconded the motion and it carried.

 

Meeting reconvened at 6:30 p.m.  Ruhnke moved to go into executive session again for 20 minutes to discuss personnel with council, mayor, city attorney, and Jim Horner present.  Boeh-Cerra seconded the motion and it carried.

 

Meeting reconvened at 6:50 p.m. with Police Chief Duncan, City Clerk Boeh, Ambulance Director McKittrick and Gary Davies coming to the meeting.

 

Carolyn Clary moved to hire James Horner as working supervisor starting February 6, 2019 at a rate of $18.48 per hour to be evaluated every 6 months.  Also, to return Danny King to his rate of pay before stepping up to be acting working leader in the interim.  Ruhnke seconded the motion and it carried.

 

Ruhnke moved to approve minutes as written for January 15, 2l019.  Carolyn Clary seconded the motion and it carried.

 

Ruhnke moved to approve bills check #10761 to #10796 in the amount of $22,527.41.  Carolyn Clary seconded the motion and it carried.

 

Boeh-Cerra moved to approved building permit 2019-1 for a garage at 425 N. Seneca.  Ruhnke seconded the motion and it carried.

 

It was noted that the annual St. Patrick’s Day Parade will be March 8, 2019 at 5:30 p.m. on Main as in the past.

 

No action on the request by Cindy Rush to have a handicapped parking spot put on north side of Walnut and east of existing fire hydrant because one can not be put by the fire hydrant.

 

Matt McKittrick had 2 bids for phone and internet to be installed at the Ambulance Barn.  Carolyn Clary moved to go under a 3 year contract with Rainbow at a cost of $93.25 per month and will drop the cable.  Boeh-Cerra seconded the motion and it carried.

 

Council gave McKittrick permission to purchase 2 more Quik-Clot trauma trainers for training.

 

Boeh-Cerra moved to purchase a submersible pump for Well 2 at the City Pond.  Carolyn Clary seconded the motion and it carried.

 

Boeh-Cerra moved to go into executive session at 7:25 p.m. for 15 minutes to discuss personnel with council, mayor, city attorney, and police chief.  Carolyn Clary seconded the motion and it carried.

 

The meeting reconvened at 7:40 p.m. with city clerk and ambulance director coming back to the meeting.

 

Ruhnke moved to raise the police chief Doug Duncan to $24.00/hour effective 2-7-19.  Carolyn Clary seconded the motion and it carried.

 

Council agreed Working Supervisor Jim Horner and Water Plant Operator Danny King are to attend the Rural Water Conference in Wichita this year.

 

Ruhnke moved to purchase the fenders and grill for backhoe per Berry Tractors bid of $1,133.31.  Carolyn Clary seconded the motion and it carried.

 

Carolyn Clary moved to pass Ordinance #709 granting to Kansas Gas Service, a Division of One Gas, Inc., a natural gas franchise.  Boeh-Cerra seconded the motion and it carried.

 

 

 

 

 

 

 

 

 

 

Ruhnke moved to hire Utility Service Co., Inc. to clean 3 clear wells per their bid of $1,595.00 if they get them done in 1 day with $500.00 per each additional day.  Boeh-Cerra seconded the motion and it carried.

 

Council decided to leave Director 1 William Ruhnke, Director 2 Gary Clary and Alternate Robert Jenkins on the KMEA board.

 

Need to figure out what we are oiling and chatting this year and let the county know.

 

Carolyn Clary moved to purchase a new water salesman meter at a cost of $630.  Ruhnke seconded the motion and it carried.

   

Ruhnke moved to adjourn at 8:20 p.m.  Carolyn Clary seconded the motion and it carried.
