The Troy City Council met in regular session Tuesday February 2, 2021 Tuesday, at 6:30 p.m. at the Troy City Hall.  The meeting was called to order by Mayor Sarah Boeh-Cerra.  Mayor Sarah Boeh-Cerra, Council members Stan Ruhnke, Cody Miller, Nick Popple, and Micheal Brissett answered roll call.  Council member Tim Hanlan was absent.  Also present were Assistant City Clerk Jim Richardson, Alan Boeh, Working Supervisor Jim Horner, Chief of Police Doug Duncan, and Assistant Ambulance Director Kyler Oliver.  

The Council reviewed and discussed the bills presented.

Motion was made by Cody Miller, second by Stan Ruhnke to approve the bills as listed AP check register check number 12249 thru 12277.  Vote – unanimous with those Council members present.  Motion carried.

Council member Tim Hanlan arrived at 6:33 p.m.  

Roger Bletscher with the Troy Lions Club addressed the Council concerning the possibility of the City helping the Lions Club financially towards the Easter Egg Hunt and the 4^th of July fireworks display.  Discussion followed. 

Motion was made by Stan Ruhnke, second by Nick Popple to pay $1,700.00 towards the Lions Club Easter Egg Hunt and the 4^th of July fireworks display.  Vote – unanimous.  Motion carried.    

The Council discussed the following items regarding phase one of the electrical upgrade project.  Project change order number three which serves to add (5) M4 units to the contract.  These are replacement cutout and arrester units for transformer change outs that were unsuitable for re-use.  This change order includes (5) M4 units at $424.91 per unit for a total of $2,124.55.     

Motion was made by Micheal Brissett, second by Tim Hanlan to approve change order number three for phase one of the electrical upgrade project.  Vote – unanimous.  Motion carried. 

Council member Micheal Brissett brought up the matter of using the correct spelling of his name in the council minutes.

Motion was made by Stan Ruhnke, second by Micheal Brissett to approve the minutes of the January 19, 2021, council meeting as amended.  Vote – unanimous.  Motion carried.

The Council discussed the following items with Chief of Police Doug Duncan: Review of the condition of the property at 103 N. 3^rd; and the possibility of having a dog and cat clinic at the Community Building on March 6, 2021.

Motion was made by Stan Ruhnke, second by Micheal Brissett to send notice to the owner of the property at 103 N. 3^rd giving them 30 days to remedy the existing problems of the roof on the house, and setting a hearing date at the Council meeting on March 2, 2021, at 7:00 p.m.  Vote – unanimous.  Motion carried.

 Motion was made by Stan Ruhnke, second by Micheal Brissett to allow Doniphan County Pet Rescue and Dr. Wayne Meyer to hold a dog/cat clinic on Saturday March 6, 2021, from 10:00 a.m. to 2:00 p.m. at the Troy Community Building, rent for the use of the building will be set at the non-profit rate of $50.00.  Vote – unanimous.  Motion carried.  

The Council discussion the following items with Working Supervisor Jim Horner:  City emergency snow routes; duckweed control at the City lagoons; and having an on call contract with R/S Electric.

The Council concurred to have the pet clinic notice and a copy of the emergency snow route ordinance sent out with the March utility bill.    

City Attorney Alan Boeh informed the Council on the steps being taken to correct the Centurylink pole problem that working supervisor Jim Horner is having. Discussion followed.  City Attorney Alan Boeh and City Clerk Jim Richardson will work towards procuring a pole agreement with Centurylink to resolve the problems the City is experiencing. 

Assistant Ambulance Director Kyler Oliver addressed the Council concerning the following items:  Receiving only one ambulance building bathroom remodeling bid out of all the companies solicited; and Pediatric Emergency Standards being implemented.  Discussion followed.

Motion was made by Micheal Brissett, second by Stan Ruhnke to accept the bid from Littleman Construction LLC to construct a bathroom at the ambulance building at a cost of $8,958.19 minus taxes.  Vote – unanimous.  Motion carried. 

City Clerk Jim Richardson addressed the Council concerning the City’s water system, and upgrading the City’s new copy machine to a color copier.  Discussion followed.  The Council concurred to have City Clerk Jim Richardson to continue to look into matters regarding city utilities.

Motion was made by Micheal Brissett, second by Tim Hanlan to have Heartland Business Machines upgrade the new city copier to a color copier at a cost of $2,000.00.  Vote – unanimous.  Motion carried.     

             There being no further business, motion was made by Tim Hanlan, second by Cody Miller to adjourn the meeting. Vote – unanimous.  Motion carried. The meeting adjourned at 7:55 p.m.
