The Troy City Council met in regular session on February 1, 2022, at 6:00 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra, and Council members Tim Hanlan, Cody Miller, Duane Weishaar, and Micheal Brissett answered roll call. Also present was City Clerk Jim Richardson, Working Supervisor Jim Horner, and Ambulance Director Matt McKittrick.
Mayor Sarah J. Boeh-Cerra informed the Council that she was appointing Stan Ruhnke to the vacant City Council position vacated by Nick Popple, the vacated term will expire January 9, 2024.
Motion was made by Tim Hanlan, second by Micheal Brissett, to ratify the mayor’s appointment of Stan Ruhnke to the vacant City Council position. Vote unanimous. Motion carried.
Motion was made by Micheal Brissett, second by Cody Miller to approve the Council meeting minutes of January 4, 2022 and the Special Council meeting minutes of January 25, 2022. Vote unanimous. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Tim Hanlan, second by Cody Miller to approve the bills as listed AP check number 13043 thru 13056 in the amount of $12,218.40. Vote unanimous. Motion carried.
The Council discussed the following items with Working Supervisor Jim Horner: Proposed oil and chatting for 2022; A quote for a roll of secondary wire for the electrical system from Boarder States; a quote from Simplot Grower Solutions for sonar aquatic herbicide for the lagoon systems; and a quote from Heartland Door and Window to weather seal an overhead garage shop door.
Motion was made by Duane Weishaar, second by Tim Hanlan to accept the quote from Border States for a 500 FT roll of secondary wire at a cost of $1,613.95. Vote unanimous. Motion carried.
Motion was made by Cody Miller, second by Tim Hanlan to accept the quote from Simplot Grower Solutions for sonar aquatic herbicide for the lagoon systems at a cost of $7,232.40. Vote unanimous. Motion carried.
Motion was made by Cody Miller, second by Tim Hanlan to approve the quote from Heartland Door and Window to weather seal shop doors at a cost of $746.64. Vote unanimous. Motion carried.
City Clerk Jim Richardson brought up the matter of the Council approving Jim Horner, Jim Richardson and Danny King to attend the Kansas Rural Water Association Conference March 29 thru March 31, 2022 in Wichita, Kansas. Discussion followed.
Motion was made by Micheal Brissett, second by Tim Hanlan to send Jim Horner, Jim Richardson and Danny King to the Kansas Rural Water Association Conference March 29 thru March 31, 2022 in Wichita, Kansas. Vote unanimous. Motion carried.
Ambulance Director Matt McKittrick presented the Council with a proposal from Weaver Overhead Door to replace the bottom section of middle garage door at the ambulance building. Discussion followed.
Motion was made by Micheal Brissett, second by Tim Hanlan to accept the proposal from Weaver Overhead Door to replace the bottom section of middle garage door at the ambulance building at a cost of $795.00. Vote unanimous. Motion carried.
City Clerk Jim Richardson presented the Council with a building permit for Patrick Sigrist to put in a 12’ x 30’ wood shed at 412 N. Main. Discussion followed.
Motion was made by Tim Hanlan, second by Cody Miller to approve the building permit
for Patrick Sigrist to put in a 12’ x 30’ wood shed at 412 N. Main. Vote unanimous. Motion carried.
There being no further business, motion was made by Stan Ruhnke, second by Tim Hanlan to adjourn the meeting. Vote unanimous. Motion carried. The meeting adjourned at 7:20 p.m.
