Troy City Council met at Troy City Hall on February19, 2019 in regular session. Acting Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. in the absence of Mayor Jenkins. Others present were council members Tim Hanlan, Hobert Clary, and Stan Ruhnke, City Clerk Jane Boeh, Police Chief Doug Duncan, Working Superintendent Jim Horner, City Attorney Alan Boeh, and Chantel Duncan. Roger Bletscher was present for a portion of the meeting.
Hobert Clary moved to approve minutes as written for February 5, 2l019. Ruhnke seconded the motion and it carried.
Hobert Clary moved to approve bills check #115867 to #115896 in the amount of $72,798.03. Ruhnke seconded the motion and it carried. Note: Check #10797 dated February 20, 2019 was written for $72,798.03 to Pony Express transferring from Exchange Bank due to using Pony Express checks by mistake.
Student Chantel Duncan was present to observe for a government class requiring at USD#429.
Roger Bletscher was present representing the Troy Lions Club asking for a donation for 4th of July and Easter Egg Hunt. Hobert Clary moved to donate $1,500.00 towards the 4th of July and Easter Egg hunt sponsored by the Troy Lions Club. Tim Hanlan seconded the motion and it carried.
Working Superintendent Horner gave council list of jobs done and jobs he wants to do in March. He discussed the sludge at water plant, a hydrant flushing program, and the need to paint inside of water plant. City also need to start water meters the same as they did electric. Horner is to get cost per meter of radio read vs regular water meters used presently.
A neighbor wanted a tree on the parkway cut down in front of 321 E Walnut. Council agreed city will not cut the tree down because it is not in the power line. It was stated by Horner he is planning on cutting brush off roadway curb to curb or any overhanging power lines.
A map was given to council regarding oil and chat of streets/alleys not done last year. County needs to know how much we are planing on doing this year. This was tabled until Horner gets a feel on patching holes and brick street repairs after the winter we are having.
Doug Duncan gave the council an activity report.
An inquire regarding building a garage only on 2 and ½ vacant lots. The council decline building a garage only due to zoning regulations section 331.1 all uses permitted in R-1 and R-2 districts and section 331.6 accessory building and uses customarily incident to the above uses, including private garages, all being located upon the same parcel and not involving the conduct of a business, other than herein authorized. Any accessory building that is not a part of the primary use structure must be located in the rear yard. If he put a house and a garage this would be allowed.
City Attorney is to visit with Doniphan Hills Housing Authority board members regarding their rules do not replace city zoning (example: Doniphan Hills does not call a fence a structure but the city does and city requires a building permit before fence can be erected) The Housing board can be more restrictive but not less than what the city has in place.
Ruhnke moved to fix the water truck windshield that is cracked. Hanlan seconded the motion and it carried.
Council wants a bid for city insurance from Grain Belt even though they are using a broker to bid out insurance this year.
City Clerk is to check on wood chips for the community building playground.
The council agrees we could have trash pick up in the city park by the TGS Community Service Day on April 26th. City Clerk will let the school know.
Hobert Clary moved to adjourn at 7:45 p.m. Ruhnke seconded the motion and it carried.
