The Troy City Council met in regular session on February 15, 2022, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Council President Tim Hanlan. Mayor Sarah J. Boeh-Cerra was absent. Council members Tim Hanlan, Stan Ruhnke, Cody Miller, Duane Weishaar, and Micheal Brissett answered roll call. Also present was City Clerk Jim Richardson, Working Supervisor Jim Horner, Chief of Police Doug Duncan, Ambulance Director Matt McKittrick, and Roger Bletscher.
Motion was made by Stan Ruhnke, second by Micheal Brissett to approve the Council meeting minutes of February 1, 2022. Vote unanimous. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Micheal Brissett, second by Stan Ruhnke to approve the bills as listed AP check number 13057 thru 13092 in the amount of $68,746.24. Vote unanimous. Motion carried.
Roger Bletscher with the Troy Lions Club addressed the Council concerning the possibility of the City of Troy helping the Troy Lions Club financially towards the Easter Egg Hunt and the 4th of July fireworks display. Discussion followed.
Motion was made by Micheal Brissett, second by Duane Weishaar to pay $2,000.00 towards the Troy Lions Club Easter Egg Hunt and the 4th of July fireworks display. Vote unanimous. Motion carried.
The Council discussed the following items with Chief of Police Doug Duncan: Potentially holding the city dog rabies clinic with Doniphan County Pet Rescue at the community building on March 19, 2022; the progression of ATV permits being issued; and potentially contributing money to the Doniphan County Sherriff’s Department for the purchase of a drug dog for use in the County.
The Council discussed the following items with Working Supervisor Jim Horner: Selling the city’s smoke tester to Kansas Rural Water Association; purchasing tires for the city 2017 ford truck; purchasing 20 utility poles; replacing part of the front sidewalk and steps at City Hall; and exercising water valves in the city.
Motion was made by Duane Weishaar, second by Micheal Brissett to sell the city’s smoke tester to the Kansas Rural Water Association for $500.00. Vote unanimous. Motion carried.
Motion was made by Micheal Brissett, second by Cody Miller to purchase 4 tires for the city’s 2017 ford truck at a cost of $756.00. Vote unanimous. Motion carried.
Motion was made by Duane Weishaar, second by Cody Miller to purchase 20 utility poles at a cost of $3,840.00. Vote unanimous. Motion carried.
Motion was made by Micheal Brissett, second by Duane Weishaar to accept the quote from Fuemmeler Flatwork, LLC to replace 4ft. x 23ft. of sidewalk and 6 stairs at the corner of West Walnut and South Seneca in front of City Hall at a cost of $3,195.00. Vote unanimous. Motion carried.
There being no further business, motion was made by Micheal Brissett, second by Stan Ruhnke to adjourn the meeting. Vote unanimous. Motion carried. The meeting adjourned at 7:15 p.m.
