Troy City Council met at Troy City Hall on HDecember 4, 2018 in regular session. Mayor Jenkins called the meeting to order at 6:30 p.m. Others present were council members Carolyn Clary, Hobert Clary, Sarah Boeh-Cerra, Tim Hanlan, and Stan Ruhnke, City Clerk Jane Boeh, and City Attorney Alan Boeh. Ambulance Director Matt McKittrick was present for a portion of the meeting.
Hobert Clary moved to approve minutes as written for November 20, 2018. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to approve bills check #11573 11-27-18 $5.00, and check#115774 to #115800 dated 12-4-18 total $50,765.88. Ruhnke seconded the motion and it carried.
Ruhnke moved to purchase 4 skid-steer 10 ply tires from K.C. Bobcat at a cost of $199.99 each. Hobert Clary seconded the motion and it carried.
Tire bids were taken for 4-Firestone R-4 16.9 x 24 12 ply mounted: Davies Oil Co. bid $2325.76 and Neumann Service bid $2225.76. Hanlan moved to purchase the tires from Neumann Service. Ruhnke seconded the motion and it carried.
Hanlan moved to have mayor sign the Well Maintenance and Pumping Inspection Contract for 2018-2019. Hobert Clary seconded the motion and it carried.
Ambulance Director Matt McKittrick wanted permission to apply for the Kraf Grant thru the State of Kansas for a Lucas 3 CPR device which requires a 25% match. Hanlan moved to apply for the grant. Boeh-Cerra seconded the motion and it carried.
Ruhnke moved to approve Ordinance #708 prohibiting the use of compression release engine braking systems or mechanisms or engine braking systems or mechanisms referred to as Jacobs brakes or jake brake on motor vehicles operated within the limits of the City of Troy, Kansas without a properly installed and operational engine brake muffler; providing penalties for violations of this ordinance; and repealing all ordinances and parts of ordinances in conflict herewith. Hobert Clary seconded the motion and it carried.
Carolyn Clary moved to accept the bid for a new door at the water plant at a cost of $937.36 from Pioneer Material Inc. Boeh-Cerra seconded the motion and it carried.
The State Department of Health and Environment conducted an audit on water. The city will have to come up with a plan so that no treated water in the sludge gets to another water source, will need a valve exercise plan and flushing hydrants plan that is documented. The City will be getting a letter on what needs done.
Hobert Clary moved to give Christmas bonuses to employees same as last year. Hanlan seconded the motion and carried.
Internet for the shop and ambulance was discussed. Tabled to next meeting.
Hobert Clary moved to transfer an additional $15,000.00 from General Fund to the Employee Benefit Fund for 2018 if needed and once the budget amendment has been approved at the next council meeting. Ruhnke seconded the motion and it carried.
Building permit 2018-26 tabled form last meeting for a fence needs to have a variance. City Clerk will inform the owners and help with this process.
Boeh-Cerra moved to go into executive session at 7:20 p.m. for 30 minutes to discuss personnel with the Mayor, Council, City Attorney and City Clerk present. Carolyn Clary seconded the motion and it carried. Matt McKittrick left the meeting.
The meeting reconvened at 7:40 p.m. Council agreed to have a special meeting at the ambulance barn on Tuesday, December 11, 2018 starting at 5:30 p.m. for interviews. They will also conduct interviews ahead of the regular council meeting December 18 starting at 5:30 p.m.
Carolyn Clary moved to adjourn at 7:45 p.m. Hanlan seconded the motion and it carried.
