Troy City Council met at Troy City Hall on HDecember 4, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 5:30 p.m. due to Grade School Christmas Program at 6:30 p.m. Others present were council members Stan Ruhnke, Tim Hanlan, Carolyn Clary, and Hobert Clary, City Clerk Jane Boeh, Working Superintendent Jim Horner, Police Chief Doug Duncan, and City Attorney Alan Boeh.
Hobert Clary moved to approve minutes as written for November 19, 2019. Ruhnke seconded the motion and it carried.
Hobert Clary moved to approve bill check #011388 to #011413 in the amount of $30,337.80. Ruhnke seconded the motion and it carried.
Horner reported on water tower cleaning issue and we will get a free clean next spring.
The backhoe has oil pan and or rear seal going out. Cory Clary will do the labor for $520 plus parts estimated at $500.00. Carolyn Clary moved to have the rod and main bearings, etc. repairs done by Cory Clary. Hanlan seconded the motion and it carried.
Carolyn Clary moved to have a letter sent for second time for backflow prevention devices and to give them 120 days to install/have tested or water will be shut off. Hobert Clary seconded the motion and it carried.
Ruhnke moved to go into executive session at 5:35 p.m. for 10 minutes to discuss personnel with Mayor, Council, and Working Supervisor present.
Meeting reconvened at 5:45 p.m. with City Clerk and Police Chief coming back to the meeting.
Hanlan moved to give part time water plant operator Gary Schacht a $1.00 per hour raise effective December 1, 2019. Carolyn Clary seconded the motion and it carried.
Ruhnke moved to raise the speed limit to 45 mph on Last Chance Road and have caution pedestrian crossings at W. Chestnut and W. Walnut on Last Chance Road. Hanlan seconded the motion and it carried.
Ruhnke moved to approve the Municipal Advisor agreement with Stifel, Nicolaus & Company replacing the agreement with George K. Baum & Company previously. Carolyn Clary seconded the motion and it carried.
Ruhnke moved to approve building permit 2019-12 for an enclosed front entrance at 120 S. Liberty. Hobert Clary seconded the motion and it carried.
Ruhnke moved to give Christmas bonuses to city employees same as last year. Hanlan seconded the motion and it carried.
Ruhnke moved to have Compliance One do the new clearinghouse query services as they do the city drug testing already. Hanlan seconded the motion and it carried.
Council agreed to give the court news to the paper quarterly.
Hanlan moved to adjourn at 6 p.m. Ruhnke seconded the motion and it carried.
