Troy City Council met on December 1, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Mayor and Council members Nick Popple, Cody Miller, Michael Brissett, and Stan Ruhnke were present. Also present were City Clerk Jane M. Boeh, Assistant City Clerk James Richardson, City Attorney Alan Boeh, Working Superintendent Jim Horner, and Ambulance Director Matt McKittrick. All were present by zoom.
The 2020 amended budget hearing was held. After discussion was held, Popple moved to close budget hearing. Miller seconded the motion and it carried.
Ruhnke moved to approve 2020 amended budget as presented and published. Miller seconded the motion and it carried.
Miller moved to approve minutes for November 17, 2020. Brissett seconded the motion and it carried.
Popple moved to approve bills check #12153 to #12184 in the amount of $27,146.28 and Ck. #474 for $1,882.50 from the construction fund. Miller seconded the motion and it carried.
Alley off Poplar was discussed and the survey will be done this week by Midland Surveying, Inc.
Horner reported on pole damages from Trailer moved out on Poplar and Clinton.
McKittrick reported all were grateful for the gift cards at John’s Market. He asked if they could still order their annual shirt, hooded sweatshirt and gaitors as in the past for EMT personnel. Brissett moved to order the shirt, hooded sweatshirt and neck gaitors from Say It Custom Printing at a cost of $1,340.50. Miller seconded the motion and it carried.
McKittrick said they were continuing the on-going meetings on consolidation of ambulances services.
City Attorney had the contract between City and Fuemmeler for sale of real estate to wit: Lot 6, except the West 15 feet thereof, in Block 5 in the Original town, now City of Troy and the warranty deed for same. Brissett moved to approve the contract and have Mayor sign said contract and the warranty deed. Miller seconded the motion and it carried.
City Attorney Alan Boeh will prepare the addendum to the Ambulance contract for approval at the next meeting.
Council agreed not to have an ad in the highway 36 publication at this time.
Brissett moved to go into executive session to discuss non-elected personnel at 7:10 p.m. for 20 minutes with Mayor and Council present. Popple seconded the motion and it carried.
Council reconvened at 7:30 p.m.
Popple moved to go into executive session for 40 minutes to again discuss non-elected personnel with Mayor, Council, City Clerk, and Assistant City Clerk Richardson present.
Meeting reconvened at 8:15 p.m.
Brissett moved to give a cost of living of 1.5% for full time and part time employees effective January 1, 2021. Popple seconded the motion and it carried.
Brissett moved to give 76 cent per hour raise to Assistant City Clerk Pam McNemee due to policy change on health insurance to off set adjustment effective pay period starting November 29, 2020. Ruhnke seconded the motion and it carried.
Popple moved to adjourn at 8:25 p.m. Ruhnke seconded the motion and it carried.
