Troy City Council met at Troy City Hall on HDecember 17, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Stan Ruhnke, Tim Hanlan, Sarah Boeh-Cerra, and Hobert Clary, City Clerk Jane Boeh, Working Superintendent Jim Horner, Ambulance Director Matt McKittrick, Assistant Ambulance Director Tanner Veach, and City Attorney Alan Boeh.
Hanlan moved to approve minutes as written for December 3, 2019. Hobert Clary seconded the motion and it carried.
Hobert Clary moved to approve bill check #011414 to #011450 in the amount of $82,144.87. Ruhnke seconded the motion and it carried.
Hearing to amend the 2019 Budget was held. Boeh-Cerra moved to amend the 2019 budget as published. Hobert Clary seconded the motion and it carried. All council present signed the budget.
Tim Hanlan moved to approve the 2020 beer license for John’s Market for sale in original container and not for consumption on the premises. Hobert Clary seconded the motion and it carried. Mayor signed the same.
Tim Hanlan moved to approve the 2020 beer license for Last Chance Saloon for consumption on the premises only. Ruhnke seconded the motion and it carried. Mayor signed the same.
A discussion was held on vacation time that couldn’t get scheduled due to work. Ruhnke moved to pay vacation for this year not taken for Matt McKittrick, Tanner Veach and Jim Horner. Hanlan seconded the motion and it carried.
McKittrick also would like to see an increase on call pay from $2.00/ hour to $4.00/hour and $6.00/hour from 4 p.m. Friday to midnight on Sunday and midnight on holiday to midnight end of holiday. Council wants some income and expense reports and have not gotten ambulance run reports monthly for a while. City Clerk will give council a report for 2019 as she does one for the county and will try and give a monthly report starting 2020.
McKittrick is changing lights out in the ambulance building to LED when they go out. He is still trying to get bids on finishing the bathroom.
Boeh-Cerra moved to go into executive session at 7:10 p.m. to discuss personnel with council, mayor, city attorney, city clerk and working supervisor staying. Meeting reconvened at 7:25 p.m.
Council wants the ambulance bills outstanding to be pursued in small claims court for collection.
Court cost and fines were discussed.
City Clerk is working with First Option Bank to get a custodial agreement for pledged securities in place.
Mayor appointed Jim Horner to the tree board. Council unanimously agreed to the appointment.
Hobert Clary moved to give Eli Whittaker a 90-day merit raise of 25 cents/hour effective December 2, 2019. Ruhnke seconded the motion and it carried.
Ruhnke moved to table Ryan Smith 90-day merit raise and have Ryan come to the January 7, 2020 council meeting. Hanlan seconded the motion and it carried.
Ruhnke moved to leave city checking account at the Exchange Bank for year 2020. Hanlan seconded the motion and it carried.
Ruhnke moved to have a $5.00 garnishment fee per garnishment. Hanlan seconded the motion and it carried.
Hanlan moved to adjourn at 7:45 p.m. Hobert Clary seconded the motion and it carried.
