Troy City Council met on December 15, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Mayor and Council members Nick Popple, Cody Miller, Michael Brissett, Tim Hanlan, and Stan Ruhnke were present. Also present were City Clerk Jane M. Boeh, Assistant City Clerk James Richardson, Assistant City Clerk Pam McNemee, City Attorney Alan Boeh, Working Superintendent Jim Horner, Ambulance Director Matt McKittrick, Thomas Boeh and William Boeh. Police Chief Doug Duncan was present for a portion of the meeting.
Brissett moved to approve minutes for December 1, 2020. Hanlan seconded the motion and it carried.
Brissett moved to approve bills check #12185 to #12225 in the amount of $91,701.27and Ck. #475 for $235,171.29 from the construction fund. Ruhnke seconded the motion and it carried.
Popple moved to approve Cereal Malt Beverage License for 2021 for John’s Market for sale in unopened container. Brissett seconded the motion and it carried.
Popple moved to approve Cereal Malt Beverage License for 2021 for Last Chance Saloon for consumption on premises only. Brissett seconded the motion and it carried.
Popple moved to approve zoning permit 2020-35 for a fence at 306 E Myrtle. Hanlan seconded the motion and it carried.
Working Superintendent Jim Horner brought up the matter of yearly safety test due on the City bucket trucks. Discussion followed.
Brissett moved to have the bucket trucks scheduled for annual checkup with Altec. Hanlan seconded the motion and it carried.
Matt McKittrick informed council we need a plug in at the community building for the zoom equipment. Council gave permission to have him install the needed plug in.
Matt McKittrick reported on ambulance committee meeting.
Doniphan County Pet Rescue is working on a Spring rabies clinic with Dr. Wayne Meyer possibly at the Community Building in Troy.
Brissett moved to have the cost of living raise from last meeting to be effective the 1st pay period for 2021 with a start date of December 27, 2020. Miller seconded the motion and it carried.
City Clerk Jane Boeh brought up the matter of change order #1 on the electrical upgrade project. Discussion followed.
Ruhnke moved to approve change order #1 for the Electric Project which just takes the sub-transformers out of the project and puts money towards poles. Miller seconded the motion and it carried.
Brissett moved to go into executive session at 6:50 for 5 minutes to discuss non-elected personnel with Mayor, Council, City Clerk, and Assistant City Clerk Richardson present.
Meeting reconvened at 6:56 p.m. with Pam McNemee, Jim Horner, Alan Boeh, Matt McKittrick, Tom Boeh, and William Boeh coming back to the meeting.
Popple moved due to extenuating circumstances of this year to allow any city employee for this year only to carryover 40 hours vacation from 2020 to be used in 2021 rather then lose as is in the personnel handbook. Brissett seconded the motion. Ayes Popple, Hanlan, Miller and Brissett. Nay Ruhnke.
Ruhnke moved to amend the previous motion to add “non-setting precedence”. Motion died for a lack of a seconded.
City Attorney Boeh presented the Third Addendum to the ambulance service contract. Discussion followed.
Brissett moved to approve the Third Addendum to agreement regarding ambulance service. Miller seconded the motion and it carried
City Clerk will take the addendum to the Doniphan County Commissioners for their approval.
Ruhnke moved to table a discussion on the East Sewer Lagoon and surrounding land. Popple seconded the motion and it carried.
Ruhnke wanted to let the City Crew know they are doing a good job and the Christmas lights look good.
Brissett moved to adjourn at 7:15 p.m. Miller seconded the motion and it carried.
