The Troy City Council met in regular session Tuesday December 21, 2021, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, and Micheal Brissett answered roll call. Council member Tim Hanlan was absent. Also present were City Clerk Jim Richardson, City Attorney Alan Boeh, Working Supervisor Jim Horner, and Chief of Police Doug Duncan.
Motion was made by Micheal Brissett, second by Cody Miller to approve the Council minutes of December 7, 2021. Vote – unanimous with those Council members present. Motion carried.
Council member Tim Hanlan arrived at 6:33 p.m.
Mayor Sarah J. Boeh-Cerra requested a 5 - minute executive session for non-elected personnel.
Motion was made by Micheal Brissett, second by Cody Miller to go into executive session for 5 minutes for non-elected personnel with Mayor, City Council, and City Clerk. Vote – unanimous. Motion carried. Executive session started at 6:35 p.m. The meeting reconvened at 6:40 p.m. with no action taken.
The Council reviewed and discussed the bills presented.
Motion was made by Micheal Brissett, second by Tim Hanlan to approve the bills as listed Grant Construction Account check number 490 in the amount of $3,633.00 and AP check number 12948 thru 12973 in the amount of $58,478.63. Vote – unanimous. Motion carried.
Mayor Sarah J. Boeh-Cerra opened the extended hearings for properties served notice for existing nuisances. Discussion followed with the Council and Chief of Police Doug Duncan.
Motion was made by Tim Hanlan, second by Cody Miller to extend the hearing for Colin and Nora Kitzman at 123 N. Liberty Street for 30 days to bring their property into compliance. Vote – unanimous. Motion carried.
The Council discussed the following items with Chief of Police Doug Duncan: The proposed ATV ordinance and the drug dog being taken through the High School.
City Clerk Jim Richardson presented the City Council with the 2022 yearly CMB License renewals for John’s Market Inc. and Harry Smith DBA “Last Chance Saloon”. Discussion followed.
Motion was made by Tim Hanlan, second by Cody Miller to approve the 2022 yearly CMB License for John’s Market Inc. Vote – unanimous. Motion carried.
Motion was made by Tim Hanlan, second by Cody Miller to approve the 2022 yearly CMB License for Harry Smith DBA “Last Chance Saloon”. Vote – unanimous. Motion carried.
The Council discussed the following items with Working Supervisor Jim Horner: Repair issues regarding the electrical substation; and bids for replacing a shop door at the City maintenance shop.
Motion was made by Tim Hanlan, second by Stan Ruhnke to accept the bid from Heartland Door and Window with the steel on steel upgrade in the amount of $10,238.00. Vote – unanimous. Motion carried.
Motion was made by Stan Ruhnke, second by Cody Miller to authorize Working Supervisor Jim Horner to have a utility pole cut into a crossbeam for the sub-station. Vote – unanimous. Motion carried.
Mayor Sarah J. Boeh-Cerra requested a 15 - minute executive session for non-elected personnel. Council member Stan Ruhnke recused himself from the executive session.
Motion was made by Tim Hanlan, second by Micheal Brissett to go into executive session for 15 minutes for non-elected personnel with Mayor, City Council, Maintenance
Working Supervisor and the City Clerk. Vote – unanimous with those Council members present. Motion carried. Executive session started at 7:10 p.m. The meeting reconvened at 7:25 p.m. with no action taken.
Council member Micheal Brissett updated the Council on the Ambulance Committee. Discussion followed.
Mayor Sarah J. Boeh-Cerra brought up the matter of correcting the oversight on Christmas bonuses to include the five active ambulance volunteers at the part-time rate of $150.00. Discussion followed.
Motion was made by Tim Hanlan, second by Micheal Brisset to give Christmas bonuses to include the five active ambulance volunteers at the part-time rate of $150.00. Vote – unanimous. Motion carried.
Mayor Sarah J. Boeh-Cerra brought up the matter of yearly raises for City employees. Discussion followed.
Motion was made by Tim Hanlan, second by Stan Ruhnke to give a 4 % raise to all full and part-time employees effective with the first payroll in January 2022. Vote – unanimous. Motion carried.
The Council had further discussion on the proposed ATV ordinance.
There being no further business, motion was made by Stan Ruhnke, second by Tim Hanlan to adjourn the meeting. Vote – unanimous. Motion carried. The meeting adjourned at 7:55 p.m.
