Interviews were held at 5:30 p.m. and 6 p.m. for the working superintendent position with Mayor and Council present.
Troy City Council met at Troy City Hall on HDecember 18, 2018 in regular session. Mayor Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Sarah Boeh-Cerra, Tim Hanlan, Carolyn Clary and Stan Ruhnke, City Clerk Jane Boeh, City Attorney Alan Boeh, and Police Chief Doug Duncan. Others present for a portion of the meeting were Gary and Joi Davies.
Hobert Clary moved to approve minutes as written for December 4 and 11, 2l018. Ruhnke seconded the motion and it carried.
Ruhnke moved to approve bills check #115801 to #115833 in the amount of $69,394.85. Hanlan seconded the motion. Boeh-Cerra abstained from voting on Reeder and Boeh’s bill only. Motion carried.
Budget hearing was held on the 2018 amended budget. No comments were received. Boeh-Cerra moved to adopt the amended 2018 budget as published. Hanlan seconded the motion and it carried.
Gary and Joi Davies were looking into the vacant lot at 425 N. Seneca and wanted to see if the city could be willing to remove the clean up of the property when the house was removed in 201l in the amount of $3,875.00. City Attorney feels since it is on the tax roll if becomes the county to collect and will check if it could be removed by the city at this time. Table to next meeting.
Hanlan moved to approve building permit 2018-28 for a metal storage container at 405 N Seneca. Ruhnke seconded the motion and it carried.
Hobert Clary moved to approve the Emergency Supply Plan as presented. Hanlan seconded the motion. Ruhnke opposed. Hobert Clary, Carolyn Clary, Tim Hanlan, and Sarah Boeh-Cerra voted aye. Motion carried.
Hanlan moved to approve Beer Permit 2019-1 for John’s Market in unopened containers and not for consumption on the premises. Hobert Clary seconded the motion and it carried.
Hanlan moved to approve Beer Permit 2019-2 for Troy Fast Lane in unopened container and not for consumption on the premises. Hobert Clary seconded the motion and it carried.
Hanlan moved to approve Beer Permit 2019-3 for Last Chance Saloon for consumption on the premises only. Hobert Clary seconded the motion and it carried.
Hobert Clary moved to approve the contract on the storm siren with Blue Valley Public Safety for another year. Ruhnke seconded the motion and it carried.
Police Chief Duncan discussed thefts, cameras, and a donation to the Kansas Law Enforcement Memorial Foundation. Carolyn Clary moved to donate $100.00 to the Kansas Law Enforcement Memorial Foundation. Ruhnke seconded the motion and it carried.
Ruhnke moved to have only one meeting in January on 15th, 2019 due to New Year’s being the 1st Tuesday and a holiday. Hobert Clary seconded the motion and it carried.
Boeh-Cerra moved to go into executive session at 7:15 p.m. for 25 minutes to discuss non-elected personnel with mayor, and council present. Hobert Clary seconded the motion and it carried.
Meeting reconvened with the City Clerk coming back to the meeting at 7:40 p.m.
Carolyn Clary moved to adjourn at 7:42 p.m. Hanlan seconded the motion and it carried.
